Agenda: rd Approval of April 3 Meeting Minutes Roosevelt Road/Wilson Road STOP signs Police traffic safety update New business Approval of April 3d Meeting Minutes rd The motion to approve the April 3 TSAC meeting minutes was unanimously approved. Roosevelt Road/Wilson Road STOP Signs Following were the highlights of the discussion: .Wilson Road has the heavier volume. Installing an All-way STOP control was thought to be unsafe given the imbalance in volumes on the four approaches. The Police have reviewed this intersection over the years and considered various options. In general, the present situation with STOP signs on Roosevelt Road appears to be the most appropriate. However, some improvements could be implemented as recommended below. After a lengthy discussion, the TSAC unanimously voted for the following recommendations: 1. Move the existing DO NOT ENTER signs on Wilson Road close to the intersection with Roosevelt Road, thereby making the portion of Wilson Road between Roosevelt Road and Crosby Drive one-way towards Roosevelt Road. This will need a vote by the Board of Selectman. 2. Retain the existing STOP signs on Roosevelt Road without change. 3. Implement enhanced pedestrian crossing signs with reflective strips on the posts for greater visibility. 4. Improve pedestrian crossing pavement markings if necessary for greater visibility. 5. Town Engineering Department to review the feasibility of delineating two lanes on the one-way portion of Wilson Road including an exclusive left turn lane, as well as the appropriateness of installing NO PARKING signs in this portion of Wilson Page 1 of 2 Town of Lexington Traffic Safety Advisory Committee Road. The TSAC recommends the above for immediate consideration and implementation. If the above recommendations do not alleviate existing concerns, TSAC recommends that the Town conduct a All-way STOP control warrant analysis in accordance with the Manual of Uniform Traffic Control Devices (MUTCD). Police Traffic Safety Update The Lexington Police discussed the following issues: Colony Road: Residents on Colony Road are concerned about the illegal left turns onto Fiske Road. The section of Colony Road near the driveway to Fiske School is a private way but the public is allowed to use it. Any further traffic restrictions would need a vote by the Board of Selectmen. No further TSAC review is needed on this issue. East St at Emerson Rd: Concern was that vehicles are not slowing or stopping at the pedestrian crosswalk. The Town has decided to address this issue by upgrading the existing signs with bi-directional signs and reflective strips on the posts. Hampton Rd: This is a dead-end street. Residents have requested a Children Playing sign. The Town has decided to take care of the additional signage. Concord Ave: Residents are concerned about heavy trucks. Any sort of truck exclusion will need MassDOT review. This issues needs to be addressed through education. The Town will review presence of existing heavy truck signs on Concord Ave. No further TSAC review is needed on this issue. Parking near Edison Way: The police have reviewed this issue. NO further TSAC review is needed. New Business The Town is reviewing potential improvements to the existing Diamond Rotary. The plan is bring the existing rotary closer to a standard roundabout design through incremental improvements. The most important safety issue is to try to eliminate the existing pedestrian crossing that goes through the rotary. Next Meeting thrd The TSAC will not have a meeting on June 5. The next TSAC meeting will be on July 3. Page 2 of 2
