MEMORANDUM
#0310
TO: Norman Cohen, Chairman
Board of Selectmen
FROM: Traffic Safety Advisory Committee
DATE: 1/12/09
SUBJECT: TSAC Minutes from January 6, 2009
The Traffic Safety Advisory Committee met on January 6, 2009 to discuss the following issue
brought before us:
"No Parking" in front of 15 Oxford Street
Over a two -year period, Charles and Patricia Walton of 15 Oxford Street have registered several
parking complaints with the Police Traffic Enforcement Office related to vehicles blocking their
front door. Oxford Street is narrow, 17 feet wide, and the Waltons front door close to the street,
eight feet from street. Oxford is a short, dead end street incorporating seven houses. The
Waltons contend that an emergency vehicle if needed could not reach them. Police assessments
have not supported the claim. The Waltons exercised the Traffic Safety Advisory Committee
(TSAC) process by requesting an in person discussion.
The TSAC Committee, the Waltons, and Mr. and Mrs. Floyd of 14 Oxford Street were in
attendance. The Floyds reside across the street and presented a letter describing a series of
parking disputes leading to alleged verbal abuse by the Waltons. It was emphasized that parking
was the focus of discussion and should not include complaints as to neighbors' behaviors.
Discussion led to the consensus that an informational sign to alert vehicles not to block the
front door of the Waltons will be posted on a trial basis. Ultimately, neighborhood cooperation
is the key to parking accord on Oxford Street.
Recommendation:
The Town DPW will post one informational sign to the convey "Please Do Not Block Door" on
a trail basis. The Waltons will incur all costs. Prior to posting, a notification letter will be
distributed to Oxford Street residents. The Police Department will continue to monitor.
