Barrett, RA., and Project Manager Members of the Lexington School Committee: Judy Crocker and William (Bill) Hurley The Minutes were taken by Jean Curran, Recording Secretary The Meeting convened at 6:05 p.m. I. Discussion regarding Ad Hoc School Master Plan Committee (AhSMPC) work. 1. Update. Judy Crocker called the AhSMPC to order at 6:05 p.m. Jon Himmel shared that the AhSMPC asked for a meeting this evening at 7:00 p.m. in order for the Board of Selectmen (BOS), School Committee (SC) and the Permanent Building Committee (PBC) could all meet together for an accelerated presentation this evening. The PBC will need to remain in session if more than a quorum wants to attend the 7:00 p.m. meeting. Jon shared that Symmes Maini & McKee Associates (SMMA) has looked at the elementary, middle schools and high school and have put together a matrix for each of the schools. SMMA is interested in the AhSMPC making a decision on an overall option for all of the elementary and middle schools. The members engaged in discussion of Option 8 for purposes of master planning. Bowman and Bridge Elementary Schools Pre-fab additions for short term capacity, long term right sizing. Clarke Middle School Pre-fab addition (one-team added) and long-term building addition and reconfigure triangular classrooms and space mining Diamond Middle School additions and renovation (bricks and mortar) remove portables and add eight pre-fab (3 teams added) and space mining Fiske Elementary School addition of three grade level general education classrooms, one kindergarten classroom, one special education classroom, one music room and one art room Harrington Elementary School Swap Pre-k with kindergarten; add seven grade level general education classrooms, one kindergarten classroom, one art room, one music room, gym, enlarge the cafeteria Hastings Elementary School Build a new Hastings with 600+ students with or without PreK and with or without MSBA funding. The town is submitting another SOI for Hasting, it is not certain whether it will stand a better chance the second time around. the use of Massachusetts General Law Chapter 149A Public Construction \[Management\] Alternative Delivery PBC Meeting Minutes 010815 Page 1 Methods and which process should be selected for what part of the project. Chapter 149A process allows public agencies to use the construction management at risk delivery method (CM). Permission to proceed with chapter 149A must be obtained from the inspector general. Pat Goddard showed the prioritization of grouping the Bridge, Bowman, Clarke and Diamond under 149 while Fiske, Harrington, and Diamond could be 149A. Pat shared that the presentation from SMMA has given many options and they have reviewed the options and know work is needed at Bridge, Bowman, Clarke and Diamond and we know we have a short fall for classrooms at the elementary schools. One approach is to accelerate construction at Harrington and get ahead of enrollment curve and that would give the Town time for MSBA to participate with Hastings (which will be the most expensive of the school projects). Even though the Ad Hoc committee has looked at a lot of layouts, we have to look at additional options more in-depth that are the right option to go for construction and this is to help the School Committee and to support them when they go to town meeting. Dr. Paul B. Ash, Superintendent of Lexington Public Schools inquired what the space mining at the middle schools would entail and the associated costs. William (Bill) Hurley, School Committee Member asked Pat how many current classrooms are available and what will be the final number of classrooms should we execute any of the current options. Judy Crocker, School Committee Member shared that the benefit of working at Harrington Elementary School is the potential of delivery within a two year period. Hastings Elementary School would be more difficult to do and at the end of the we will need to pursue other options and have them priced. Dr. Ash feels that Hastings is a priority and needs to be completed. Dr. Ash is looking forward to hearing about Fiske or Hastings, and Harrington versus Fiske and wondered how practicable it would be to build on the Fiske site. Judy Crocker moved to adjourn the AdhSMPC meeting for the sole purpose of moving to the cafeteria. II. General Business 1. Approve Meeting Minutes 10-9-14 and 11-13-14 and 12-11-14. Mark Barrett presented the meeting minutes to the Members and asked if there were any revisions. The Members decided to postpone review of the meeting minutes. 2. Approve Invoices. Mark Barrett presented the December monthly invoices which included a. $36,298 playground relocation invoice to Pro-Built submitted punch list adjustments.
