HomeMy WebLinkAbout2015-03-12-LBAC-min APPROVED MEETING NOTES Committee Name: Lexington Bicycle Advisory Committee Date, Time and Location of Meeting: Thursday, March 12, 2015, Parker Room Members Present: Peggy Enders, (Chair), George Gagliardi, Bob Dangel, John Frey, Carolyn Levi, Bob Hausslein Members Absent: Laurel Carpenter, Mike Tabaczynski, Marita Hartshorn Others Present: Jennifer Melot January Meeting Notes : The January minutes were approved as submitted. Bike Lexington Flyer: The flyer as been printed and will be mailed along with the property tax bill at the end of March. Peggy reported that she will approach the town about helping with costs. Minuteman Bikeway Signage (Update): Peggy reported that the proposal to hire the Toole Design Group to develop a master plan for signage was approved by the Community Preservation Committee and the Selectmen, but the Capital Expenditures Committee believes that there is a similar project underway through the MAPC; the majority of CEC members were not in favor of funding the project. Bob Dangel and Peggy both reported that they have had conversations with David Loutzenheiser that the MAPC LandLine signage vision “will not preclude local efforts” and “is a long way from implementation.” Town Meeting will vote on this project in April. Town Meeting Warrant Articles 35 and 45: The Bike Committee unanimously endorsed the Complete Streets Article 35 and the Town Safety Article 45 in its rewritten form. Bikeway Plowing Update: Ice, Floods, Buried Barrels, etc.: The committee discussed the recent icing and melting problems on the Bikeway as well as the work involved in digging out the intersection barrels. The DPW allowed the committee to put down ice melt at some severely frozen areas (e.g., behind the Depot), but sand should never be used because it clogs the wetlands. There were reports of severely flooded areas on the east end of the Bikeway owing to the large amounts of snow dumped by abutters, particularly by the car wash on Mass Ave and the owner of the office complex at the corner of Mass Ave and Fottler Ave. Bike Accident Data (Discussion at Transportation Safety Group): Peggy reported on a discussion held at the Transportation Safety Group about obtaining reliable and complete data about bike accidents in Lexington. The problem rests partially with the system currently in use; Capt. Ferro reported that his department is working with the Town’s IT department to purchase new software. Bike Safety freebies: blinkies, bells, helmets, etc. (Update) – Jennifer provided a sample of an inexpensive red flasher that the committee might purchase in volume as a giveaway at various events and school functions. Peggy hopes that there are funds available through the CHNA grant to help purchase safety freebies such as flashers and bike bells, “check for bike” stickers for car windows, etc. The meeting was adjourned at 8:10 pm. Record of the Discussions of the Friends of Lexington Bikeways Treasurer's Report: Bob reported 105 Bikeway plowing donors this year,10 percent of whom don't live in Lexington. Income was slightly lower than plowing expenses, which, considering how much plowing was required this winter, is quite good. 2015 Bike Walk ‘n Bus Week – Peggy reported on some of the activities being planned, th including a second year of the Bike Smart for 5 Graders program and the Women's Ride, both activities involving LAB certified instructors. On May 15, the Commuter Breakfast will take place again at the Depot in the early morning, and a “pop-up” bike repair workshop will be held at the Depot in the afternoon involving Landry’s and Ride.Studio.
