SUMMARY: The Board needs to consider whether to use the HATS forum to raise the issue of extending service in Lexington during the week and adding Sunday service. RECOMMENDATION / SUGGESTED MOTION: FOLLOW-UP: APPROXIMATE TIME ON AGENDA: 6:40 PM ATTACHMENTS: Description Type HATS Email Re: MBTA Advisory Board Backup Material 1 Lynne Pease From:Joe Pato (Selectman) <joe@joepato.org> Sent:Thursday, April 02, 2015 12:07 PM To:selectmen's Cc:Carl Valente Subject:FW: HATS - Draft Agenda (and Other Udates) Attachments:HATS April 23, 2015 agenda.doc FYI –    Paul Regan, executive director of the MBTA Advisory Board, will attend the next HATS meeting on 4/23.    This can be an opportunity to re‐surface Lexington’s request for Sunday bus service and longer hours on other days.  Given the current MBTA woes, this seems like an unlikely outcome, but we can make our case again in fulfillment of  Town Meetings request at the 2014 ATM. I will raise this during Liaison Reports on Monday.    ‐ joe    From: Peter Braun [mailto:peterselect@comcast.net]   Sent: Wednesday, April 1, 2015 2:21 PM  To: RAZZN@aol.com; joe@joepato.org; Carmin Reiss  Subject: HATS ‐ Draft Agenda (and Other Udates)    Mike, Joe, and Carmin:    Please review the attached agenda and let me know if you have any comments.    Paul Regan is confirmed for April 23. His summation of his contemplated presentation is: “The service history for your  communities, what projects, if any were scheduled and any particular complaints or problems were pending.  There may  be none, beyond the ongoing complaints about service on the Fitchburg Line.  The big picture will be the review of  recent changes, the on‐going budget struggles and the Special Commission report due out next week, that will issue  recommendations to Gov. Baker. If you think it is important, I can also provide information regarding assessments.” I  have told Paul “all of the above”. Please let me know if you have any comments, but it sounded pretty comprehensive to  me. Also, I intend to send the agenda to the invitees to our recent roundtable discussion on transportation issues, as  well as State legislators, as well as try to get the local newspapers to pay attention, but let me know if you have any  comments on that.    Task Force Updates:     Adam Freudberg will be starting a new position tomorrow under a contract with the Air Force ‐ something along  the lines of chief innovation officer for the Base (with a full time office on the Base, in the same building as  Chuck’s office). This will essentially involve Base outreach efforts to the workforce, business community,  academia, the political world, etc., including coordination with the Task Force, MassDevelopment, etc; obviously  related to what Chuck does, but an enhancement. I expect to receive a job description from Adam soon, which I  will forward to you. In addition to being glad for him that he found something he likes in the local area and  similar to his prior work, it is of course great that we will have continued opportunities to collaborate with him  and that his knowledge and skills will still be benefitting the Base. In fact, Adam has been fully in the planning  loop for the April 10 meeting (see below).    2  I will definitely be invited to the April 10 one‐hour meeting on the Base at which Governor Baker will present the  Commonwealth’s continued support for the Base to AF Sec. James. Assuming no urgent votes in DC intervene,  all three Congresspeople are supposed to be there in person, along with senior staffers from both US Senators,  plus several of Baker’s senior cabinet members (such as Jay Ash). I have asked for and received approval to have  a short HATS document in the briefing package. If I can run it by you before deadline, I will do so, but I will be  sure to hit the highlights of who we and our communities are, why we care about the Base, and the history of  our support efforts.    Any questions or comments, let me know. Regards. Peter    Peter Braun  16 Trapelo Road  Lincoln, MA 01773  Mobile: 781‐249‐0071    AGENDA ITEM SUMMARY LEXINGTON BOARD OF SELECTMEN MEETING DATE: 4/15/2015 PRESENTER: Joe Pato ITEM NUMBER: I.3 AGENDA ITEM TITLE: Future Meetings and Goal Setting Dates (5 min.) The establishment of a Community Center Gift Account will provide a vehicle for receiving and expending these funds. RECOMMENDATION / SUGGESTED MOTION: Move to create a Community Center Gift Account, under MGL chapter 44, section 53A, and to authorize the Town Manager to approve the expenditure of funds from this account, in accordance with the wishes of the donor. Attached is the proposed proclamation urges all citizens to support efforts to protect trees and woodlands and to support our town’s urban forestry program and also to urge all citizens to plant and protect trees to promote the well being of present and future generations. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and Whereas: This holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and Whereas: Arbor Day is now observed throughout the nation and the world; and Whereas: Trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife; and Whereas: Trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; Whereas: Trees in our town increase property values, enhance the economic vitality of business areas, and beautify our community; and Whereas: This year the Town of Lexington has once again been recognized as a Tree City USA, the 26th year for this designation. Attached is the proposed proclamation that encourage all citizens to recognize the staff of the Cary Memorial Library and encourage all citizens to visit Cary Memorial Library to take advantage of the wonderful library resources available. Further, as Chairman I declare that an open meeting discussion may have a detrimental effect on the bargaining and litigating position of the Town.
