HomeMy WebLinkAbout2015-03-09-PB-min PLANNING BOARD MINUTES MEETING OF MARCH 9, 2015 A meeting of the Lexington Planning Board, held in the Selectmen’s Meeting Room, was called to order at 7:01 p.m. by Chairman Charles Hornig, with members Richard Canale, Timothy Dunn, and Ginna Johnson present. Nancy Corcoran-Ronchetti was absent. The Board immediately moved to the Planning Office in order to continue their meeting. ******************************ZONING ARTICLES***************************** Article 47 - Med. Marijuana: Mr. Hornig felt that the sentence with the recommended motion of the Planning Board was ambiguous in terms of what the minority had voted. He proposed language to indicate that the minority wished to have Town Meeting defeat the article. Mr. Hornig explained that we would th re-vote board positions at the meeting on the 18. Article 48 - Commercial District Lines: Ms. Johnson felt that it was important to explain that there were no changes moving an existing residential use to commercial district. Mr. Hornig felt that there are three cases we decided not to make a change because there was not a consensus in community or on the board. Mr. Hornig will present only one change at TMMA and was considering Bedford & Reed or Waltham & Marrett. Article 49 - Governmental/Civic Use District: Ms. Johnson discussed her changes to the report including proposing that the district name be hyphenated as “Governmental-Civic Use” to avoid confusion. Board members discussed the name of the district briefly. Ms. Johnson discussed further changes to the structure of the report. Article 50 - CM District, Waltham Line near Route 128/I95: Ms. Johnson proposed changes to make the language more factual. Mr. Hornig proposed to adjust the table showing calculations of the net square footage to make clear that the un-zoned Page 2 Minutes for the Meeting of March 9, 2015 area allows an unlimited amount of floor area. Mr. Canale noted that we still do not have a written opinion to support this argument from Town Counsel. Article 53 - Bank Moratorium: Mr. Canale met with Mr. Michaelson (Chair of the Center Committee), Mr. Pato (Chair of the Board of Selectmen) and Ms. Tintocalis (Economic Development Director) to discuss the presentation to TMMA and agreed to keep it brief and respond to questions. The Board discussed the presentation to Town Meeting, what should be presented, and the potential of allowing Center Committee to also present. Mr. Hornig would prefer the Center Committee not make the Planning Board’s presentation at Town Meeting. Mr. Hornig felt the Planning Board should make its motion and independent report. The Center Committee can then present if allowed by the Moderator. The Board then discussed the public process that would occur after if the moratorium passed: the vision for the Center; the variety and vitality of uses in the Center. What brings people to the center, changes to various uses over time. ***************************** BOARD SCHEDULING**************************** Mr. Hornig will meet with the Moderator on Wednesday for a Town Meeting planning meeting. Mr. Hornig, Mr. Canale, and Mr. Dunn will present to TMMA on Thursday 3/12. The next Planning Board meeting will be at 7pm on March 18, 2015. The board will meet every night of Town Meeting at 6pm until no longer needed. ***************************SELECTMEN MEETING***************************** The Planning Board recessed their meeting at 8:35 p.m. in order to return to the Selectmen’s Meeting Room to continue their meeting when the Selectmen took up their agenda item 4.b Planning Articles. Mr. Hornig presented the zoning articles to the Board of Selectmen.
