Selectmen's Meeting Room

1. There was no public comment on Vine Brook Road and Pleasant Street.
2. Mark is not sure when the sidewalks on Bedford Street will be completed.
The engineering is going well. Traffic calming measures are being
considered for Shade Street. Speed bumps are an option. The DPW is
completing its punch list. Items being worked on included Forest Street
and Robinson Road. On Robinson Road would be paved soon. The curb
then sidewalk would be completed. The binder course would be
completed within one month.
Overall, things are quiet at the DPW.
Craig Weeks wanted to know the timetable for sidewalks on Shade Street.
Mark was not exactly sure.
Mark mentioned that he is careful about looking at the linkage between
projects. They are always careful to consider how funds are spent. One
project mentioned was the connect between Spring Street and Shade
Street. The estimate is $66K. There is a curve in the hill, which affects the
cost.
Connectivity is key to the projects the DPW plans. Marc prefers to do
large swaths of sidewalk. Doing small sections in a piecemeal fashion is
not cost effective and inefficient. An example of how he likes to work is
the sidewalk between Adams and East Street. There was work being done
in the area, and it made sense to add the sidewalk to the project.
There have been some spot repairs done. Marc was hoping to get to
Bedford Street before the frost. The DPW was pushing to get Robinson
Road done as well.
Francine asked about the status of the Prospect Street sidewalk. Craig
indicated that when Bridge School transportation issues are addressed,
Prospect Hill sidewalk will get rolled into that discussion.
There was also a brief discussion of the GIS. Mark will get an update when
data gathering is completed.
The sidewalk repair on Phinney Road, which was discussed at the last
SWC meeting, was completed.
The sewer project on Bedford Street is managed by the Town of Bedford.
If there are questions or complaints, they should be directed to the
Bedford DPW.
Francine mentioned that she spoke with David Kucharsky at TSAC
regarding Marrett Road. The crosswalk between Marrett Road and Tricon
Avenue is under the State's and TSAC's jurisdiction.
3. There was no planning board update.
4. There was no LPS Transportation update.
5. There was no SRTS update.
6. There was no correspondence this month.
7. Craig Weeks will be the SWC Chairperson.
8. September minutes were reviewed and approved.
9. A question was asked about Bijan Afshartous and his work to get a
sidewalk on Watertown Street. He has been discussing the project with
abutters. Part of his discussion includes the engineering component of the
project. The discussion addressed how the SWC and petitioners position
potential projects. It is not appropriate for him or the SWC to suggestion
on which side of the street the sidewalk belongs because that is an
engineering issue. It was also suggested that keeping Bill Hadley in the
loop on potential projects is important. It would be nice to avoid another
Winthrop Street situation. Mark mentioned that which side of the street
the sidewalk might be on is irrelevant to whether someone is for or
against a sidewalk installation. Craig said it is important to stay neutral
on engineering. He also mentioned that the town should be aware of any
issues in a neighborhood.
The meeting was adjourned at 10:20AM. The next meeting will be held on
November 3, 2014 in the Selectmen's Meeting Room in the Town Hall.
