PLANNING BOARD MINUTES
MEETING OF NOVEMBER 19, 2014
A regular meeting of the Lexington Planning Board, held in the Samuel Hadley Public Services Building
201 Bedford Street Cafeteria (first floor), was called to order at 7:00 p.m. by Chairman Charles Hornig,
with members Nancy Corcoran-Ronchetti, Richard Canale, Timothy Dunn, Ginna Johnson, and Assistant
Planning Director Aaron Henry present.

Commercial Zoning District Line Adjustments
Mr. Hornig explained the purpose of the meeting was to start a preliminary discussion about proposed re-
zoning changes within some districts.
Before presenting a brief slide presentation of each proposed re-zoning change, Mr. Hornig said each
district had its own unique set of issues. After each slide presentation, he also asked attendees to indicate
their interest in the proposed change(s) by a show of hands since there would be a table discussion after
the presentation.
The group then broke out into several tables, each focused on several particular areas, with each facilitated
by a board or staff member. The conversations for each of the tables is summarized by intersection or
corridor below:
Bedford St. & Worthen Rd.
This area covered the CLO-2, CRS-6, and CRS-7 districts. There was no interest in the audience for
this map. It showed the CRS-6 zone growing slightly on Parcel 57-14F (currently a Stop & Shop).
The proposed map also highlighted Parcel 57-76, a vacant parcel adjacent to and owned by the
former, currently zoned RS for potential inclusion in the CRS.
Bedford St. Corridor (North)
This map includes CN-4 and CS-1. Seven attendees expressed an interest in this area, most of those
interested were residential abutters to CS-1 concerned with its proposed expansion. This table was
facilitated by Board member Nancy Corcoran-Ronchetti and staff member Aaron Henry. The
property owners present expressed no objection to the expansion of CN-4. The abutters expressed
their strong concern that the multiple activities occurring in the CS-1, many of which are non-
conforming would somehow be sanctioned by the Town should this proposal go forward.
Bedford St. Corridor (South)
This map includes CN-9, CS 5, and CLO-5. Three attendees expressed interest. This table was
facilitated by Mr. Hornig. The owner of 11 Larchmont Ln. (64-98A) would prefer that their entire lot
be added to the CN District. The existing CLO district line runs through the lot at an inconvenient

Lowell St. & North St.
In this area CS-5 sits on 3 of the 4 corners. There were 3 attendees interested in this area. This table
was facilitated by Member Ginna Johnson. After discussion with the owner of 640 Lowell St. (75-1),
it seemed the best plan was to put the front parts of 75-1 and 75-31 in the CN District and the tails of
both in residential. The owner of 153 North St. (68-49) asked us to confirm that the lot boundary
matches the district line.
Lowell St. & Woburn St.
This map contains CRS-3; No attendees were interested in this map. The expressed a desire to
understand how the building, with its parking lot in a residential district, was permitted.
Marrett Rd. & Lincoln St.
This map covers CLO-3 and CLO-6; 2 attendees expressed an interest in this change. This table was
facilitated by Richard Canale. It was requested to look at the status of an abutting parcel, 42-53 for
possible inclusion in CLO-6.
Marrett Rd. at Spring St.
This area is comprised of CS-2 and CN-2. This table was facilitated by Richard Canale. In the
general outline of the project this area was discussed with the property owner. The status of Parcel
33-77, a single-family home currently zoned RS but owned by an abutting commercial property
owner, was raised. To compensate the loss of parking it would cause, the owner requested that the
Board consider adding this parcel into the CS District to allow for the addition of an eastbound right
turning lane to Marrett Road onto Spring Street. That is take land from the corner for the new lane,
but add in this property in order to replace the displaced parking.
Waltham St. & Marrett Rd.
This map amendment covers CN-10, CN-11, CRS-1, and CRS-2. Three attendees were interested in
this area. This table was facilitated by Mr. Hornig. The owners of 365-367 Waltham St. (Map-Lot
33-268) said that the current zoning was not a problem to them but that expanding the CN District
would be preferable and give them some more flexibility down the road.
Waltham St. & Concord Ave.
This table was facilitated by Mr. Hornig and focused on CN-6. Three attendees were interested in this
area. The owners of 389 Concord Ave. (10-35B) were strongly opposed to any expansion of the
commercial uses at this intersection (although they use the businesses that are there). They found the
large truck traffic at Wagon Wheel a problem.
Waltham St. (at Town Line)
This proposed change expands CLO-1; 0 attendees were interested in this site.

The upcoming schedule of meetings includes December 3, and December 17, 2014. Tentatively the
meetings for January 2015 will be January 7 and 21.
On a motion duly made and seconded, it was voted, 5-0, to adjourn at 9:15 p.m.
