CONSERVATION COMMISSION
MINUTES
Monday, August 25, 2014
6:30 P.M.

Chair Joyce Miller opened the meeting at 6:33 pm in the Parker Room of the Town Offices
Building.
Commissioners Present: Joyce Miller, Duke Bitsko, Phil Hamilton and Dick Wolk
Commissioners Absent: David Langseth
Others Present: Michelle Morelli, Community Development Department Assistant
PENDING MATTERS
6:34 pm Plan change approval: 79 Maple Street, DEP# 201-921, BL 881
Ron Smith, owner, was present for this discussion. Mr. Smith proposed a
foundation/perimeter drain as a plan change for the project at 79 Maple Street.
Motion made and seconded to approve the plan change as described, 4-0 in favor.
6:37 pm Plan change approval: 25 Suzanne Road, DEP# 201-918, BL 878
Ms. Miller read the plan changes on the proposal. Mr. Bitsko asked if
stormwater management was submitted for addition of impervious surface. The
Commission postponed approving the plan changes due to no representative
present.
6:40 pm Motion made and seconded to issue an Order of Conditions for Lot 186E &
Oakmount Circle, DEP# 201-939, BL 898, 4-0 in favor.
Motion made and seconded to issue an Order of Conditions for 40 Ingleside
Road, DEP# 201-947, BL 905, 4-0 in favor.
Motion made and seconded to issue an Order of Conditions for 66 Munroe Road,
DEP# 201-946, BL 904, 4-0 in favor.
Motion made and seconded to issue an Order of Conditions for 207 East Street,
DEP# 201-945, BL 903, 4-0 in favor.
6:45 pm The Commission postponed re-organization until all members are present.
6:47 pm Reports: Bike Advisory, Community Preservation Committee, Land Steward
Directors, Housing Partnership, Tree Committee, Land Management, Land
Acquisition, etc.
Ms. Morelli presented a document from MassDOT concerning the use of
herbicides under the I-95 bridge replacement permit. The Commission requested
a representative to attend a Conservation Commission meeting to explain the
treatments in more detail. Ms. Miller suggested set up of a special meeting.
The Commission postponed approving the minutes from July 31, 2014.
7:00 pm Hearing – 46 Ledgelawn Avenue, NOI
DEP# 201-946, BL 904
Applicant: Zhiqiang Han & Jing Wang
Raze and rebuild a single-family dwelling and associate utilities and
infrastructure works within the 200-foot Riverfront Area
Present for the Applicant: Mark Giarrusso, Hybrid Built Home, Azu Etoniru,
E.T. Engineering Enterprises, Inc., and Jing Wang, Homeowner/Applicant
Mr. Giarrusso explained the site and proposed work to raze and rebuild a single-
family dwelling.
Comments from the Commission as follows:
Ms. Miller read the engineering review stating, “This project is demolition and
replacement of a single-family dwelling. The project limits cross into the 200
foot river front zone of North Lexington Brook. Storm water is proposed to
managed with three infiltration structures. The soils assumptions are based on
the Conservation Service Survey. Infiltration tests and soils reports were not
submitted. The design appears to be responsive. The estimated high water table
was not determined. The distance between the infiltration structure and the water
table is not known. It would be feasible to do soils investigations at the time of
construction for this scale of project. The installation should be reviewed by a
licensed professional and as-built drawings should be on file. During
construction, erosion and sedimentation control procedures should be in place.
This should include a wheel-cleaning area for construction vehicles.” Mr.
Hamilton commented that no test pits were done. Mr. Bitsko asked if an
operations and maintenance plan was submitted and stated that test pits need to
be done before the hearing is closed. Ms. Miller requested test pits to be done
near the infiltration systems and backup data submitted.
Albert Childress of 33 Liberty Avenue voiced concerns regarding the water table
in the area.
Motion made and seconded to continue the hearing to September 8, 2014 at 7:00
pm at the request of the applicant, 4-0 in favor.
