Lexington Housing Partnership MeetingMinutesforSept.18,2014 Attendees:MelindaWalker,HarrietCohen,BetseyWeiss,BobPressman,MaryHaskell,JeriFoutter Guests:JenniferVanCampen ThemeetingwaschairedbyBetseyWeissandtheminutesweretakenbyHarrietCohen.Themeeting wascalledtoorderat7:40pm. 1.Approvalofminutes Ms.WalkermovedapprovaloftheminutesofJanuary23,2014;May1,2014;May5,2014;and June6,2014.Ms.Cohensecondedthemotion.Theminuteswereapprovedunanimously. 2.UpdatePotentialParcelList(DanGaulin) Mr.Gaulinwasnotpresent.Ms.HaskellwillcontactMr.Gaulinabouttheupdatingofthepotential parcellistandalsoaboutthesmallgrantsprogram. 3.FairviewΑPlanningBoardon9/17andZoningBoardofAppeals(ZBA)on9/25 ThePlanningBoardmetasplannedonSept.17andsupportstheFairviewproposal.LexHABbelieves thetrafficissueshavebeenaddressed;noplanstopaveorwidentheroad.ThePlanningBoardwill sendaletterofsupportfortheproposaltotheZBA.Theletterwillincludeadiscussionoftheroad pavingandotherissuesraisedbyPlanningBoardmembers.OnbehalfoftheBoardofSelectmen, theZBA. JoePatosentaletterofsupportto 4.Photo(SteveTabeling) Mr.Tabelingtookthegroupphoto. 5.UpdateonLexHAB:Busa,FairviewandLeary;andBoS(BetseyWeiss) Mr.PatoupdatedMs.Weiss.Ms.WeissrelatedthatMr.PatowouldliketoseetheFairviewprocess completed,andthenfollowedbytheBusaprocess.Whentheyarecomplete,thenmoveonto completetheLearyprocess.Mr.KennedyofLexHABagreesthatitisappropriatetostartwith Fairview,demonstratesuccess,andthenmoveon. 6.ConsiderationofLHPlettertotheBoSrequesting$50,000inCPAfundsforLearydesignworkand requesting$700,000inCPAfundsforLexHABpropertyacquisition(Mr.Pressman) Mr.PressmanmovedthatLHPsendaletterpromptlytoBOSaskingthatBOSsubmit2funding requeststoCPCbytheNovember1,2014deadlineforproposalsforthenextannualTownMeeting. Theseare\[a\]requestfor$50,000forusebyLexHABtosecureplantoimplementsuggestionsof Learysitecommitteeand\[b\]requestfor$700,000forusebyTownorLexHABtosecureasiteto replicateaFairviewtypeapproach. Ms.Walkersecondedthemotion. ThePartnershipdiscussedthemotion.Mr.Pressmanstatedthatthepurposeofthemotionwasto secureCPAfundingtoimplementsuggestionsforBoardofSelectmenhousingprioritiesinthenext year,adoptedbyLHPinMay2014.Themotionfailedwithavoteof1infavor,5againstandno abstentions. Lexington Housing Partnership 7.Considerationofarequestforastudytodeterminewhatcanbedonelegallytorestrictteardowns (Mr.Pressman) ThePartnershipdiscussedtheissuessurroundingtheextremelyhighnumberofteardownsof Lexington.Ms.WalkermovedtorequestthePlanningDepartmenttostudytheteardownissues andcreateasetofrecommendationsregardinghousingteardownsintimefortheDec.31town warrant.Ms.Haskellsecondedthemotion.Themotionpassedunanimously.Ms.Weisswillcontact AaronHenryofthePlanningDepartment. Ms.VanCampenpointedoutthatDanGaulinmightbeavailabletoassistwiththiseffort. 8.Considerationofaproposalfortwocommunitytrainingsessions MetroWestCollaborativeDevelopment(MWCD)isplanningtoholdtwotrainingcommunity trainingsessionsineachcommunityservedbyMWCD.Ms.Foutterhassecuredfundingforthe LexingtontrainingsessionsthroughtheCambridgeSavingsBank.Ms.Foutterhasalsoofferedthe CambridgeSavingsBankasavenueforthetrainingsessions.
