Thegoalistoapprovetheminutesatthenextmeeting. 2.Publicemailaddressproject(CandyMcLoughlin) Records,includingmails,mustbearchived.EverycommitteehasanaddressͻθƌĻǣźƓŭƷƚƓ͵ƒğ͵ŭƚǝͼ͵Each committeeisresponsibleformonitoringandmanagingtheiremailthroughOutlookWebApplication (OWA).Ifanemailcomesinthatthewholecommitteeshouldsee,itshouldbesenttothecommittee. AllemailsenttothecommitteemailboxwillbearchivedbytheTown.(Note:theemailfortheLHPis housingpartnershipboard@lexington.ma.gov) 3.UpdateonthePotentialParcelList(DanGaulin) Mr.GaulinhasreviewedtheͻtƚƷĻƓƷźğƌParcel\[źƭƷͼforassessedvalues.Thelistdidnotyieldagreatdealof usefulinformationwithrespecttohousepricing.Lotsize,however,seemstobemorepromising:two houseseachonalargelotonConcordAve.Also,EldredSt.hasanumberofsmallerhomesonlargerlots. ŷğƷ͸ƭinterestingbecausethereispotentialforbuyingtwohousesandputtingupthreehouses.Mr. Gaulinidentifiedseveralotherpropertiesthatofferthepotentialforaffordablehousing.Overtimeifthese becameavailable,itmightbepossibletopurchasethemwithCPAfunding,eitherbuyingtheproperty outrightorbytakingamortgageonthepropertyandpayingthemortgagebyrentingouttheproperty. 4.SmallGrantsProgram(MaryHaskellandDanGaulin) TheLHPagreedthatasmallgrantsprogramisagoodidea.Fundingtheprogramisanissue:itishighly unlikelythatCPAfundingcouldbeallocatedforthesesmallgrants.TheLHPwouldhavetoraisethemoney throughdonationsorseedmoneyfromdevelopers.Ms.HaskellwillcontactBobBicknellforhisthoughts onopportunitiesforfundraising. 5.LexingtonHousingFoundationReport(JeriFoutter) Ms.FoutterprovidedafinancialreportfortheLexingtonHousingFoundation(LHF).Theendingbalancefor theLHFis$13,807.47,asofJuly31,2014.RefertoAppendixAfortheLHFFfinancialreport. 6.MWCDandLHPInformationSessiononQualifyingforAffordableHousing(JeriFoutter) Thereweretwosessions,oneintheeveningandoneinthedaytime.Thedaytimesessionwasbetter attendedthantheeveningsessionΑseveralpeoplecalledandcouldnotattendtheeveningsession becauseoftheweather.Multipletownemployeesattendedthesessions.Theinformationseemedtobe wellreceived.ThankyoutoJenniferofVanCampenofMWCDfordoingthepresentationandthankyouto Lexington Housing Partnership Ms.FoutterandCambridgeSavingsBankforprovidingthevenueandforcontributing$500to sponsor/fundthesessions. 7.UpdateonFairview(BetseyWeiss) TheZoningBoardofAppealsapprovedtheFairviewproposalbyavoteof4to1.Theproposalwillgo throughthestandardprocessofapprovedproposals. 8.RequestforaPlanningBoardStudytoLimitTearDowns(BobPressman) HomeownersinEastLexingtonhaveindicatedaninterestinlimitingteardowns.Ameetinghasbeen scheduledwiththeresidentstodiscusstheirconcerns. 9.CPCUpdate(BobPressman) Nohousingrequestshavebeenreceivedthisyear.TheCPCreceivedfouropenspacerequests,four historicrequests,andseveralotherrequests,plusarequestfordebtservice. 10.LHPMembersRunningforTownMeeting Ms.WeissandMr.PatourgedLHPmemberstorunforTownMeeting. 11.DiscussionaboutaMinimumNumberofMeetingsperYearforVotingMembers SeveralmembershavebeenmissingmostoralloftheLHPmeetings.Typically,thereare10meetingsper year.Memberswhodonotattendareasonablenumberofmeetingsorareothernototherwiseactive memberswillbeencouragedtoresign. 12.FallOpEd(MelindaWalker) WalkerisinprogressonanOpEdpiecetargetedforthe\[ĻǣźƓŭƷƚƓaźƓǒƷĻƒğƓ. Ms. 13.DiscussHousingTrustFundIdea(BetseyWeiss) Ms.Weissisexploringthepossibilityofestablishingahousingtrustfund.CPAandpotentiallyotherfunds wouldbeheldbythefundratherthanhavingthefundsgotoLexHAB.TheLHPdiscussedwhetherthe LexingtonHousingFoundationcouldserveasthisvehicle. 14.ChangeofChair(BetseyWeiss) Ms.WalkervolunteeredtochairtheLHP.Ms.WeissmovedthatMs.Walkerbeappointedthechairand Ms.Weissbeappointedvicechair,asofJanuary2015.Mr.Pressmansecondedthemotion.Itpassed unanimously.Ms.Walkernotedthatshewouldrefertohernewpositionastheͻ/ƚƓǝĻƓĻƩͼ͵ 15.NewBusiness TheWatertownTownCouncilrecentlyamendeditsInclusionaryZoningOrdinancetoincreasethe ordinance percentageofaffordablehousingrequired.Moreinformationaboutthechangestothezoning maybefoundattheMetroWestCollaborativeDevelopmentblog. 16.Nextmeetingdate:Nov.20,2014isproposed.December4willbethefallbackifcommitteemembersare notavailable.Ms.Weisswillfollowup. 17.Adjournment Ms.Walkermovedthatthemeetingbeadjourned.Ms.Haskellsecondedthemotion.Themotionpassed unanimously.Themeetingwasadjournedat9:30pm.
