3.MINUTES
Approval of Minutes of Regular Meeting of September 10, 2014
Upon a motion by Robert D. Peters and seconded by Weidong Wang, the Board voted
to approve the Minutes of the Regular Meeting of September 10, 2014, all members
having received copies. The roll call vote was as follows:

Upon a motion by Weidong Wang and seconded by Robert D. Peters, the Board
voted to accept the Bills and Checks as presented for September 2014. The roll call

5. EXECUTIVE DIRECTOR’S REPORT
A.Photo for Annual Town Report
Dave Tabeling was in attendance to take the photo.
B.LHA and Parker Financials
The Board reviewed the September LHA financials and the August Parker
financials.
Upon a motion by Robert D. Peters and seconded by Weidong Wang, the Board
voted to accept September LHA financials. The roll call vote was as follows:

C.State Audit final report
The final audit report has been released. The PILOT was over accrued and has
been corrected by Jenna. Steve was also interviewed for the Lexington
Minuteman newspaper article.
D.NAHRO Fall Conference and Ad
thth
The NAHRO Fall Conference is being held in Plymouth on November 16-18.
Steve is attending one day. If anyone is interested in attending, please contact
Kathy so she can register you. Annually the housing authority places a full page
ad in the booklet.
Upon a motion by Robert D. Peters and seconded by Weidong Wang, the Board
voted to place a full page ad in the NAHRO Fall Conference booklet in the amount
of $100.00. The roll call vote was as follows:

E.Maintenance position/snow removal/OSHA Training
A maintenance staff member has left to pursue another job. Steve spoke to Jenna
today regarding the open position. Steve would like to contract out snow removal
for Vynebrooke Village. The maintenance staff can do snow removal at the other
villages. If this does not work out, the position will be advertised. Two
maintenance staff members attended an OSHA class.
F.Rotary barbeque thank you
LHA sent a thank you to the Rotary Club of Lexington for sponsoring the
barbeques at the villages. Many residents did attend. Steve attended both
Countryside Village and Vynebrooke Village. He was unable to attend Greeley
Village so Kathy and Bill attended.
G.Formal Board Resolution to change meeting place
Steve reviewed the by-laws. In order to change the Board meeting place, a formal
Board vote must be done. It was suggested to wait until next month when the full
Board is in attendance to vote.
H.Project updates: GV, Parker, CV, Mass Ave, VV
The Greeley Village Door Replacement construction schedule has been posted at
the village. Steve will be asking for resident input regarding door colors. As
discussed at the last Board meeting, the project has already been bid and the
contract is signed. However the architect was able to draft a cost estimate in the
amount of $2,093.44 in the form of a change order to prepare the steel door
frames for a possible electric strike in the future.
Upon a motion by Robert D. Peters and seconded by Weidong Wang, the Board
voted to accept change order #1 in the amount of $2,093.44 to prepare the steel doors
for a possible electric strike in the future. The roll call vote was as follows:

The Parker Manor roof replacement project will be completed in the next few
weeks.
The Countryside Village generator warranty expires in 2016. Scheduled

maintenance is required to be done by an authorized dealer or the warranty is
void. The only local authorized dealer is ASNE Generac. The annual fee for the
agreement is $850.00.
Upon a motion by Robert D. Peters and seconded by Weidong Wang, the Board
voted to accept the annual maintenance agreement from ASNE Generac in the
amount of $850.00. The roll call vote was as follows:

The Vynebrooke Village HILAPP Project has been approved to go to bid in early
January. The engineer is completing the final conservation documents to finalize
the Vynebrooke Village Water Remediation Project.
The Mass Ave Home Funds Project has to be rebid as the contractual language
needs to be modified by the architect.
Steve and Leo attended a CPC meeting. There was a prior conversation that the
housing authority should complete the 4 outstanding projects this year before
applying for CPA funds 11/1/14. It was suggested to discuss further at the
next Board meeting.

Our PHAS Score was 100. We are a High Performer.
J.Lodestar Energy Contract
Steve was advised by DHCD to solicit another bid for the solar net metering.
Power Options submitted a bid. Lodestar Energy is much lower at 10.9 per
kilowatt for the housing authority to buy solar power from a virtual site. The
projected savings over the 20 years for the housing authority is between 1.4 and
1.8 million dollars.
Upon a motion by Weidong Wang and seconded by Robert D. Peters, the Board
voted to enter into a 20 year solar net metering contract with Lodestar Energy for 10.9
cents per kilowatt. The roll call vote was as follows:

Steve also would like to lock in gas prices by entering into a contract. Right now the
cost is .67 cents per thermal unit. Once the winter pricing is in effect, more than

likely the cost will rise. Steve would like to lock in a fixed price of .70 cents
per themal unit for the next 18 months with Direct Energy. It may cost the housing
authority an additional $69.00 for that time period but is advantageous to lock in a
fixed price.
Upon a motion by Weidong Wang and seconded by Robert D. Peters, the Board
voted to enter into an 18 month gas contract with Direct Energy for .70 cents per
thermal unit. The roll call vote was as follows:

K.REAC Inspection results
The REAC Inspection score was 89. Some deficiencies noted where moss on
roofs, a malfunctioning GFCI and placement of buddy strings. OSHA safety
equipment will be ordered so that staff can go on the roofs to remove the moss.
L.Public Housing Reform update
DHCD is working with Mass NAHRO to implement the reform. There are many
committees working with the legislature.
M.NSHEDA Legislative Breakfast 10/15/14
Steve and Nick are planning to attend. LHA invited legislators to attend also. An
aide from the office of Congresswoman Katherine Clark will be attending.
5.UNFINISHED BUSINESS
There are 2 Board members who need to complete the online Ethics Certifications.
6.NEW BUSINESS
MRVP has mobile vouchers available. The housing authority sent the information
to 13 individuals on our wait list
