HomeMy WebLinkAbout2020-12-16-HC-min HISTORICAL COMMISSION MEETING MINUTES December 161h 2020 Call to Order: A public hearing of the Historical Commission was held remotely through Zoom. The meeting convened at 7:04PM Historical Commission Members in Attendance: Marilyn Fenollosa, Chair, David Kelland, Wendall Kalsow, Diane Pursley and Susan Bennett AGENDA ITEM #1 (7:07 PM) Continued hearing regarding the full building demolition at 19 Bertwell Road APPLICANT (S) PRESENT: Applicant Keith Xu, Homeowner ABUTTER(S) PRESENT: Susan Halliday, 18 Bertwell Road DOCUMENT(S): Photos of the structure Timeline of work done to the home Structural Engineer Repot SUMMARY: Keith Xu is the homeowner of 19 Bertwell Road. The home is in poor condition and Mr. Xu would like to demolish the house. The basement has mold due to moisture. The first and second floor are uneven and the roof is shallow causing deterioration of many rafters. Mr. Xu had a tenant living in the home but moved out due to mold issues and allergies. HC COMMENTS: Mr. Kalsow said most of these issues can be fixed. The home can be saved with repairs. Mr. Kelland said a repot regarding the condition on the home does not fit the criteria we need in order to approve demolition. The Commission agreed with Mr. Kalsow and Mr. Kelland. PUBLIC COMMENTS: Susan Halliday of 18 Bertwell Road has lived in the neighborhood for 34 years and is sad to see the home go. Ms. Halliday also expressed concerns regarding the noise when the new home is built. MOTION: Moved by Mr. Kalsow to find 19 Bertwell Road preferably preserved and impose a 12 month demolition delay expiring December 16th 2021. Seconded by Mr. Kelland VOTE: 5-0 in favor of demolition delay: Mr. Kalsow, Mr. Kelland, Ms. Pursley, Ms. Bennett and Ms. Fenollosa. AGENDA ITEM #2 (7:42PM) Public hearing regarding the roofline change at 21 Tower Road. APPLICANT (S) PRESENT: Karen Duperey, Homeowner Peter Daus-Haberle, Architect ABUTTER(S) PRESENT: None DOCUMENT(S): Existing and proposed elevations dated 8/31/2020 Photos of the existing structure SUMMARY: Mr. Daus-Haberle described the home at 21 Tower Road. Mr. Daus-Haberle said Ms. Duperey would like to create more room on the second floor. Ms. Duperey loves the home and wants to preserve it and have the addition be in keeping with the historic house. Mr. Daus-Haberle went over the proposed plans for the addition. HC COMMENTS: Mr. Kalsow is pleased to see the proposed addition to the house and feels it's modest in scale and in keeping with the historic house. Ms. Bennet feels the addition shows modest changes that enhance the structure. The Commission agreed with Mr. Kalsow and Ms. Bennett. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow to find 21 Tower Road preferably preserved the plans presented to the meeting are sensitive and in keeping with the historic house and approve the plans of the select demolition dated 8/31/2020. Seconded by Ms. Bennett VOTE: 5-0 in favor of roofline change: Mr. Kalsow, Ms. Bennett, Ms. Pursley Ms. Fenollosa and Mr. Kelland. AGENDA ITEM #3 (4:38 PM) Public hearing regarding the partial building demolition and roofline change at 18 Winthrop Road. APPLICANT (S) PRESENT: William Erickson, Architect Donald Briggs, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Existing and proposed elevations dated 12/09/2020 Photos of existing structure SUMMARY: Mr. Erickson described the home at 18 Winthrop Road. The home had an addition put on to the house around 1990. Mr. Erickson is proposing to take down the 1990's addition, add a garage and preserve as much of the original home as possible. HC COMMENTS: Mr. Kalsow likes the modifications to the house but feels the floor to ceiling height of the garage seems quite prominent. The large scale of the garage is a concern. Ms. Fenollosa explained the Commission does not have design review unless the proposed work detracts from the historic house. Ms. Erickson said the grade is challenging but can look at other options. PUBLIC COMMENTS: None MOTION: Moved by Ms. Bennett to find 18 Winthrop Road preferably preserved the plans presented to the meeting are sensitive and in keeping with the historic house and approve the plans of the select demolition dated 12/09/2020. Seconded by Ms. Pursley VOTE: 5-0 in favor of partial building demolition and roofline change: Ms. Bennett, Ms. Pursley, Mr. Kelland, Ms. Fenollosa and Mr. Kalsow AGENDA ITEM #4 (8:29 PM) Updates -The Historic houses review is on hold until January. Ms. Fenollosa will send everyone the revised list of homes. -Ms. Pursley attended the MHC seminar. Ms. Pursley noticed some links on our Historical Commission website are not working. Ms. Vinci and Ms. Fenollosa are working on fixing and updating the website. AGENDA ITEM #5 (8:39 PM) Vote to accept meeting minutes dated October 21" 2020 and November 18th 2020 - Motion made by Mr. Kelland to approve minutes dated October 21"2020. Seconded by Mr. Kalsow. 3-0 in favor: Mr. Kelland, Ms. Fenollosa and Mr. Kalsow. -Motion made by Ms. Pursley to approve minutes dated November 18th 2020. Seconded by Mr. Kelland. 4-0 in favor: Ms. Pursley, Mr. Kelland, Ms. Fenollosa and Mr. Kalsow. AGENDA ITEM #8 (8:40PM) Motion to adjourn made by Mr. Kalsow.
