HomeMy WebLinkAbout2013-10-17-CAC-min TOWN OF LEXINGTON COMMUNICATIONS ADVISORY COMMITTEE MINUTES OF THE MEETING OF OCTOBER 17, 2013 Call to order CAC Chair Ken Pogran called the meeting to order at 6 33 PM in the Parker Room,Town Hall Present: CAC Members Ken Pogran, Chair; Dorinda Goodman, Linda Roemer; Smita Desai, Frank Cai, Maria Kieslich, David Becker; Nick Lauriat, Geoffrey Xiao and David Buczkowski Others Joseph Pato, Selectman 1. Approval of Previous Meeting Minutes. The minutes of meeting of September 12, 2013 were approved 2. Chairman report a) Reappointments. David Buczkowski, Frank Cai, Maria Kieslich, Ken Pogran were reappointed as CAC members. b) October 7 RCN/LexMedia event. The RCN HD channel press event went very well Selectmen were very happy with the progress. c) Review"Complaint" and "Recording Secretary" assignments. Ask members to submit the available time to Ken Ken will send out the assignments accordingly d) Committee membership recruitment. CAC has ten current members and are approved to have eleven members. Need to recruit a new member 3 CAC—Selectmen liaison report—Joe Pato No status report for the month Selectmen are very happy with 4th HD channel from RCN and hope other carriers follow 4 IT infrastructure redundant fiber project status Initial quote has been received for the redundant fiber project. Next phase will be exact plan and exact funding amount. It is expected to be up to $30,000 to be spent from "in lieu of INET funds, as recommended by CAC. Also discussed future funding plan for maintenance with no action taken right now regarding future funding on this project. 5 WIFI in town buildings WiFi in Cary Hall is in design phase Some companies have conducted survey about WiFi in that building. CAC expects to have Wifi in Cary Hall and town hall Dorinda has a plan, and the CAC will stay tuned 6 HD channel requests to Comcast and Verizon Jane Lyman from Comcast is aware of the HD channel from RCN No further action is needed until she gives us feedback. Also, the committee decided not to take further action toward Verizon until we have more info from Comcast. LexMedia may collect some feedback about the impact of the RCN HD channel, which will serve as evidence for request to Verizon and Comcast. 7 LexMedia Contract Renewal The committee is interested in making the LexMedia review period align with the Town's fiscal year for the next contract period Linda will have a conversation with LexMedia , and then recommend the change to Board of Selectmen 8. Comcast negotiations update The subcommittee is waiting for Jane Lyman's response and will determine the next move 9 Cary Memorial Building project status It is a very complex project.The Town expects to have a design document by the end of November 10 WiFi policy recommendations to Board of Selectmen Circulate as a policy inquiry At a Selectmen's meeting sometime following the November 4 Town Meeting, CAC will present the proposal to the Board The CAC voted to recommend providing the "WiFi in Town Buildings" to recommendation to the Board of Selectmen 11 Position paper on use of non-PEG funds Dave Becker has provided a document to explain how the accounts are organized and why CAC is keeping eye on new projects for expenditures.The document can be a guideline for internal CAC discussions. There is no immediate action for CAC to take 12 Communication with Mass. DTC regarding rules on prompt removal of downed communication lines Dave Becker will investigate whether there are documents signed between the Town and companies regarding this matter 13 Wireless carrier coverage in Lexington A resident complained about cellular wireless coverage in the Country side neighborhood She is an AT&T customer Dave drove back and forth on the complainant's street and observed two bars on his cell phone CAC is weighing next step, and its authority, and will have no action for this month 14 Complaints One Verizon customer is late in payment and Verizon is repeatedly contacting her about the bill Verizon finally agreed to reduce some amount of the bill A customer was asked to provide his social security number for their account but he refused to do so for safety and privacy reasons. Verizon contacted a subscriber multiple times to offer FIOS with a warning about disconnecting legacy copper 15 The meeting was adjourned at 8 10pm Respectfully submitted, Frank Cai
