HomeMy WebLinkAbout2013-09-12-CAC-min COMMUNICATIONS ADVISORY COMMITTEE MINUTES TH THURSDAY, September 12, 2013 The meeting was called to order at 6:30 by Chairman, Ken Pogran, in the Reed room. Present: CAC members: Frank Cai, Smita Desai, Dorinda Goodman, Maria Kieslich, Ken Pogran, Linda Roemer and Geoffrey Xiao Selectmen Liaison: Joe Pato LexMedia: Florence DelSanto, David Ilsley Visitors: Rob Addelson (Finance, Town of Lexington), Tom Steel (RCN) th Minutes - The minutes of the meeting of June 20 were approved as circulated after correction of a typo. Selectman’s Report - Nothing to report. Carrier Reports – Tom Steel from RCN reported that HD local access channel was up and th running. This needed to be publicized at the Selectman’s Meeting on October 7 2013. No other Carrier reports were received. Chairman’s Report – Upcoming Meetings - Ken announced upcoming meeting dates as below: October 17, 2013, November 21 2013, December 19, 2013, January 17, 2014, February 20, 2014, March 20, 2014 All meetings are scheduled to be held in Parker Room, Lexington Town Hall. Complaints Assignments - Frank Cai, Maria Kieslich and Linda Roemer have Complaint Assignments for the months of October, November and December 2013 respectively. Ken Pogran will publish and circulate Complaints Assignments for 2014. Ken will also circulate the updated Complaints Log file and updated Appeals file. Presentation of Proposed Redundant Fiber Project – Dorinda Goodman and Rob Addelson presented information about the project. The motion was passed unanimously as below: The CAC endorses expenditure of approximately of $30,000 for the first phase of the Town Network Infrastructure Redundancy Project using The In-Lieu of I-Net funds. Both Dorinda and Rob will present this endorsement to the Town Appropriations Committee. Group Photo – Group photograph of CAC members present at the meeting was taken. Report from LexMedia - Florence DelSanto and David Ilsley from LexMedia were present: RCN HD Channel – HD Public Access channel has been launched successfully. This is channel 613 on RCN. Fourth channel – A request will be forwarded to Verizon and Comcast when the LexMedia contract renewal comes up. Broadband Connection to Backup Server – Quotes have been received from RCN and Verizon. No decision has yet been made. Closed Captioning – An informal survey would be done at Lexington Senior Center and at Lexington Commission on Disability to assess the need for closed captioning. LexMedia Quarterly & Annual Reports - th LexMedia had an excellent year covering Lexington’s 300 Anniversary Celebrations and launch of HD channel. The next phase would be full audit and contract renewal. CAC is looking forward to Q4 annual report and will forward the response to Florence. Cary Memorial Building Wi-Fi - No update. Contract Negotiation Update - No update. Wireless Report Frank Cai reported that two Appeals applications were received from AT&T – one each at Fallen Church to replace the antenna and another at 177 Bedford Street to raise the height to 115 feet and add three new antennas above that. Complaints Smita Desai reported that no complaints were received in July. CAC Wi-Fi Policy Recommendation to Board of Selectmen No update Position Paper on Use of CAC Funds for Technical Initiatives No update. Communication with Mass DTC Regarding Downed Communication Lines No update. Open Discussion & Future Projects Discuss and recommend to the Selectmen participation in Town Committee Meetings using audio or audio/video devices.
