Estabrook Hall, Cary Hall Building 1605 Massachusetts Avenue, Lexington, MA Board of Health Members in Attendance: Wendy Heiger-Bernays, PhD, Chair, John J. Flynn, J.D., Sharon MacKenzie R.N., CCM, David S. Geller, M.D Health Division Attendees: Gerard F. Cody, Health Director, Linda Rainville, Clerk 1.) Minutes from June 18, 2014 accepted as amended. 2.) Community Health a.) CHNA grant update – John Gallon of Edenburg Center was interviewed to conduct Mental Health First Aid Trainings b.) MAPC tobacco grant update – an information session was conducted at Katahdin Woods by Jeanne Flaherty. c.) Flu Clinic Schedule 2014 – Mr. Cody informed the Board of the Flu Clinic Schedule. d.) Community Health Report – Mr. Cody told the Board about the bat brought in to the Health Dept to be tested for rabies – the bat did not have rabies. The Board was also informed about the seminars being presented regarding Ticks and Mosquitoes. 3.) Environmental Health a.) Food Inspection program 1.) Royal India Bistro – Jatinda Singh, owner and Lisa Berger from Berger Food Safety Consulting gave the Board an update.Ms. Berger spoke about the improvement that have been made at the restaurant, i.e.; temperature and cooling issues, professional cleaning, working on a master cleaning schedule, training manual by Serve-safe, etc. There are still some issues, such as lighting, light covers, practices for changing food storage. They will return to the September meeting. 2.) Campylobacter – Potential Food-borne Illness report was investigated – no risk to local food establishment. 3.) Annual MDPH Food Establishment Report – reviewed annual MDPH compliance b.) State Sanitary Code Case Review 1.) 26 Volunteer Way – Mr. Cody and Mr. David George met with the owner. The home owner agreed to only use the wood stove between September 15 and June 15. 2.) 21 Crescent Hill Avenue – A letter has been sent to the homeowner regarding the abandoned pool, abandoned vehicles and not having a fence around the pool. They are required to come in to compliance by September. 3.) 27 Burlington Street – The homeowner will verify the number of rooms when construction is completed. 4.) 11 Brandon Street – Homeowner is still feeding the birds. There is bird seed on the ground. 12 Brandon Street – the homeowner has a ramp for the raccoons and a temporary storage “pod” that has been there over a year. Mr. Cody and David George, Zoning will make a site visit to see if they can assure that the homeowner comes in to compliance regarding the zoning issues with a storage container. A State Fish and Wildlife expert recommended that seed not be placed on the ground to improve bird health. c.) Medical Marijuana update 1.) Ethan Handwerker, met with the Board of Health to express his concerns about the how the State is handling the Medical Marijuana regulations. He would like the Board to write to the MDPH to clarify what the regulations on MIPs are.He stated that the MDPH is not returning his phone calls. Some of the concerns are: How is patient privacy protected? How do you define “dose”? d.) Plan Review 1.) Lederm, Inc., Mary McCallum, RN and Diane Patricia Alzate spoke with the Board members regarding her application for a Body Art Establishment Permit and a Body Art Practitioner Permit. After some questions and answers, the Board approved the permits. “The Lexington Board of Health grants a Body Art Establishment Permit to LeDerm Inc. at 428 Marrett Road”. S. MacKenzie motioned, D. Geller seconded “The Lexington Board of Health grants a Body Art Practitioner permit to Diane Patricia Alzate to work at LeDerm, Inc. at 428 Marrett Road upon submitting an acceptable CORI report to the Lexington Health Division” S. MacKenzie motioned, J. Flynn seconded e.) Water Quality 1.) Old Res – Mr. Cody reported that the levels have met the minimum requirements. The beach will be closing for the season by the third weekend in August. 2.) Hayden Pool – water quality results met the minimum requirements. f.) Vector Control 1.) Mosquito Control update – Mr. Cody presented a copy of the update regarding Mosquito control. No positive WNV mosquitoes were detected. 2.) Ticks and Summer Insect presentations have been completed for the season. 3.) Rodent update – Mr. Cody presented a map and a copy of the letter sent to the property owners in the area where rodents have been observed. Mr. Cody will be asking for funding to evaluate the section of town that is having the most problems with rodents. Some of the areas to be researched are: prevalence (compared to other communities), nuisance or fire hazard, research expectations, information regarding bating stations. 4.) Emergency Preparedness a.) Health and Medical Coordinating Coalition, (HMCC) update – Mr. Cody reported that Region 4A will be merging with Region 4B which will make six regions instead of seven. b.) Hanscom Emergency Management Community Partnership – Mr. Cody shared a brochure - “Immediate Response Authority” Hanscom Air Force Base is reaching out to surrounding communities. Miscellaneous 5.) Old Business – 21 Benjamin Road – regarding “septic failure” – Ms. Fox along with Mr. LeConte and/or Mr. Neylon have been out this address. No unusual odors or any problems associated with septic failure have been noticed. Engineering will be taking over at this point. New Business 6.) Next Meeting Wednesday, September 17, 2014
