Executive Session

Mr. Kanter, member of the Capital Expenditures Committee (CEC) and Glenn Parker, Chair
of the Appropriation Committee were invited to stay for the Executive Session.
At 3:00 pm, upon a motion duly made and seconded, it was voted by a roll call to enter into
Executive Session under Exemption 6 to consider the purchase, exchange, lease or value of
real property and to reconvene in Open Session; the Chair declaring that an Open Meeting
might have a detrimental effect on the negotiating position of the Town.
Discussion of the CPC Position on the Acquisition of the Scottish Rite Property at 33
Marrett Road
– Ms. Manz opened the discussion, asking members for a sense of their
commitment to the acquisition. Members were generally supportive, though concerns were
raised by Ms. Manz and Ms. Fenollosa. Mr. Adler voiced strong support for the project.
Ms. Manz raised the issue of the amount of CPA funding that might be appropriated for the
acquisition. There was a discussion of whether members felt comfortable dedicating CPA
funds for the entire purchase or a portion thereof, noting that the addition to the historic
manse was only 10-12 years old. Ms. Fenollosa explained that the Scottish Rite headquarters
is on the Cultural Resources Inventory because the historic core of the structure is significant.
She explained that the structure is considered as a whole for the purposes of the Inventory.
Mr. Kanter noted that there was a distinction between “what was eligible and what was
prudent” for the CPC to suggest for funding. He presented the Town Office Building project
as an example where CPA funds were used for only certain elements of the renovation.
The issue of housing was raised, and some members were concerned that the Commander’s
House had been taken out of consideration for community housing. (In fact, the seller had
indicated that housing would not be allowed on any portions of the site.)

Members voted to designate “some” CPA funds for the acquisition of the 33 Marrett
Road property should negotiations for the property prove successful. Mr. Cohen noted,
however, that negotiations were currently “very fluid”.

At 3:52 pm, after a duly conducted roll call vote, the Executive Session was closed and the
Committee returned to Open Session.
