Executive Session

Mr. Kanter, member of the Capital Expenditures Committee (CEC) was invited to stay
for the Executive Session.
At 6:45 pm, upon a motion duly made and seconded, it was voted by roll call to go into
Executive Session under Exemption 6 to consider the purchase, exchange, lease or value
of real property and to reconvene in Open Session at 7:00 pm for the purpose of
adjourning; the Chair declaring that an Open Meeting might have a detrimental effect on
the negotiating position of the Town.
Evaluation of Scottish Rite Property at 33 Marrett Road
- Mr. Cohen and Ms. Manz
updated the Committee on the progress of the evaluation of the Scottish Rite property on
33 Marrett Road. The property had been discussed in an Executive Session on December
17, 2012 held by the Board of Selectmen. The salient points were as follows:
- Two appraisals have been completed; the purchase price cited by one appraisal
was in the $8 million dollar range.
- The Cecil Group has evaluated the buildings and grounds, and considers it to be
most suitable for a Community Center. Renovation/rehabilitation costs for this
purpose are estimated at 11-14 million dollars.
- There are 88 parking spaces available under the current plan, which would
comply with current zoning requirements.
- The Cecil Group does not consider the carriage house to be a usable structure.
- The Masons prefer to retain ownership of the parking lot in the pines, but would
allow the Town to use it.
- The Masons wish to keep the Commander’s House. They are not in favor of
community housing on the site.
- There is no proposed open space use of the grounds other than passive
recreation.
- Emergency access would be via an outlet to Marrett Road adjacent to the
Commander’s house.

- The estimated price for both the purchase and renovation of the Scottish Rite
building is in the range of 20 million dollars.
Mr. Kanter reported that the CEC had not yet taken a stance on the possible acquisition.
Ms. Manz commented that an acquisition/renovation of the magnitude of the Scottish
Rite property would necessitate delaying or not funding certain upcoming CPA projects.
Ms. Krieger noted that there will also be costs associated with the upkeep of the building.
At 7:00 pm, after a duly conducted roll call vote, the Committee closed the Executive
Session and returned to Open Session for the purpose of adjourning the meeting.
