Town of Lexington Appropriation Committee
June10,2014

The meetingwas calledto order at 7:41p.m.
Announcements:
1.Mr. Parker reported that he had attended meetingsof the Board of
Selectmen and the Community Preservation Committee. The Selectmenstill have not taken a
position on Article 2, 430 Concord Ave rezoning. In preparation for the SpecialTown Meeting,
the Community Preservation Committee hasapproved: Article 3 –430 Concord Ave Land
Acquisition,$180,000 for the purchase price and $78,000 to cover appraisals and legal costs; and
Article 10 –Community Centersupplemental appropriation,$500,000. All this information has
been included in the latest draft of this Committee’s report to the Special Town Meeting.
Mr. Levine reported on the TMMA site visit to 430 Concord Avenue.
Review Draft Report and TakePositions on Warrant Articles:

Article 2 –Amend Zoning Bylaw -430 Concord Avenue
The Committee discussed whether to take a position on Article 2 -430 Concord Ave rezoning.
Mr. Parker suggested that, if so, the report should address only financial impactsof the rezoning.
On the cost side those impactswould include whether incremental town services have been
accounted for and their costs, and any opportunity costs. Projecting revenue would be more
difficult. Mr.Parker reiterated that thecomplete package of proposals relating to the re-zoning,
which includes Article 2, 3 & 4, is a complex deal. Additionally the Selectmen still have not
concluded negotiations and have not taken a position. After hearing from all present the
Committee agreed not to take a position.
Article 3 –Land Acquisition–Off Concord Avenue
Mr.Bartenstein suggestedminor corrections to the draft.Mr.Parker noted that the Board of
Selectmen and Community Preservation Committee were unanimous in support. There was a
motion and second to recommend support of Article 3to the Special Town Meeting. The motion
passed. VOTE 7-0
Article 4 –Acquire Easement on Land at 430 Concord Avenue
There was a motion and second to recommend support of Article 4 to the Special Town Meeting.
The motion passed. VOTE 7-0

Article 5 –School Master Plan
Mr.Parker added his vote to a prior motion to recommend support of Article 5to the Special
Town Meeting. The vote is now 9-0.
Article 6 –Amend General Bylaws –Contracts and Deeds
Mr.Parker added his vote to a prior motion to recommend support of Article 6 to the Special
Town Meeting. The vote is now9-0.
Article 10 –Amend Article 5 of November 4, 2013 Special Town Meeting –Renovation to
Community Center
Mr.Parker reported that the motion for thisarticle will request the appropriation ofan additional
$500,000 for the renovations to the Community Center. The Community Preservation
Committee supportedthis amount bya vote of 7-1 and the Board of Selectmen recommended
approval by a vote of 4-0-1.It was requested that the table in the draft report be corrected for
clarity. There was a motion and second to recommend support of Article 10 to the Special Town
Meeting. The motionpassed. VOTE 7-0
There was a motion and second to approve the Committee’s report to the Special Town Meeting,
as drafted,with the recommended changes made during the meeting.The motion passed.

Future Meetings:
3.The next meeting will be heldon June 16 at 6:30 p.m.,prior to the
Special Town Meeting.
The meeting was adjourned at 8:30p.m.
