HomeMy WebLinkAbout1998-12-04-2020-min (Initiating Committee) Initiating Committee December 4, 1998 Minutes Members Present: Peter Enrich, Helen Cohen, Chuck Cowen, Robin DiGiammarino, Alan Lazarus, Peggy Perry, Marjorie Platt, Fernando Quezada, and Peter Lee CALL TO ORDER DISCUSSION Clarification of the Process The process committee reported that they proposed a revision to the draft process form, exchanging Task 2: form Stakeholder Subcommittees with Task 3: kick-off meeting. The group discussed the role of the steering committee as having responsibility for the approval of project papers and the compilation of a final report. Once the initial round of working groups is organized and has discussed their issues, there may be a need to re-categorize these groups to reflect new or changing issues In terms of content, the group suggested that the green papers focus on strengths, weaknesses, opportunities, and threats as they pertain to that respective working-group issue. Final Draft of the Letter to Residents The group discussed the issue of how much information should be put into the letter and what, if anything, should be added to the current draft. There was some agreement that the letter should explain in greater detail the structure of the process, and indicate that there will be several issue-oriented working groups with varying lengths of service. The Role of the Project Manager The group agreed that there is a need for a dedicated staff person to play the role of project manager and introduced the question of who might fill that position. While no specific person was chosen, the group did suggest several responsibilities for that role. Among them were: Able to devote 25% of time to the goal setting process Act as point person for information Provide administrative management and referral of resources Ensure compliance with meeting schedule and timeline Help locate and interact with consultant, match strengths/weaknesses Oversee financing of the project Skills: ability to be process-oriented and have a strong managerial capacity It was suggested that staff personnel who were assigned to the various working groups could provide information and referral of resources. STAFF PRESENTATION Beth Anne Sobieszczyk presented her findings regarding surrounding communities and their experiences with strategic/comprehensive planning. She gathered information and spoke about such topics as the various consultants that were used, techniques for inviting citizen participation, project costs and process-oriented information.
