Jeandiscussedtheexteriorwallassemblyabatement(PCBsandasbestos)andshowedprogressphotos. JeanthenreviewedtheAbatementandDemolitionReCapfromthelastmeetingwhichshowedabase contractat$1,121,588.Thereweresixchanges(i)PCBoverrun($143,427);(ii)accelerationduetoTown lawsuit($16,994);(iii)abatementanddisposalofexteriorwallcavity($76,136);(iv)disposalofspandrel beamsandperimetercolumns($25,392);(v)asphalticpaperatundergroundpiping($792);and(vi) abatementanddisposalofauditoriumceilingplaster(ACM)($17,788)withapotentialtotalof $1,402,117. InfraredTestingforexcessheatlosswasperformedonApril29.TheotheritemsperformedduringApril schoolvacationweekincluded(a)powerandventilationtothekiln,(b)swappedoutgymspeakersfor specifiedcolor,(c)installedlightingprotection,(d)punchlistremedialwork(painting,caulking,interior glassandreplaceRTUcoil,and(e)FF&Efollowupdeliveriesandswapouts. FutureactivitiesincludedemolitioncompletionbytheendofMay.June,JulyandAugustworkwill includetheentrancecanopy,landscapingandsodwithaSeptember3overallcompletiondate. GaryAinsliebroughttothe/ƚƒƒźƷƷĻĻ͸ƭattentionanincidentattheschoolonApril14at10:00a.m.A portionofthebuildingtrimblewoffthesouthsidegymoverhangandfellintoanareawherestudents andmonitorswerehavingrecess.TheprincipalnotifiedShawmutandtheycameoverimmediatelyand theirlaborersinspectedandremovedanotherpieceoftrimandaninvestigationteamcameonsite within12hours.TherehavebeenaseriesofmeetingswithPatGoddard,MarkBarrett,SandyTrach, Shawmut,DiNiscoandHillonwhathappenedandhowtogoforward.Thecontractdocumentswere PBCMeeting050814Page1 reviewedtoseehowthetrimwasinstalled.TheCommitteeandDiNiscodiscussedanumberof correctiveoptions. JeanreviewedthePCOLogandBudgetSummary. 2.ApproveChangeOrder14 Hillsharedthattherearethree(3)changesassociatedwithChangeOrder14.Thechangesinclude(i) additionalPCB/ACMAbatementfortheperimetersteelbeamsandcolumns($25,392.00);(ii)additional ACMabatementforapreviouslyconcealedplasterceilingwhichtestedpositiveforACM($17,788.00); and(iii)utilityconsumptionoveragewhichexceededtheallowancecarriedbytheGMP($27,442.00). ThesechangeswillbefundedbytheOwnerContingencyFund. MotiontoApproveChangeOrderNo.14intheamountof$70,622baseduponthe recommendationoftheDPF,theArchitectandOwnersProjectManager,fortheEstabrook SchoolProject(JonH.,EricB.)TheMotionwasApproved 50 3.ApproveChangeOrder15 Hillsharedthatthereareten(10)changesassociatedwithChangeOrder15andwillbefundedby constructioncontingencydollars.Thechangesinclude(i)newclockatthemainoffice($392);(ii) scaffoldingrepairsatthebusdropoffareaduetobushittingexistingscaffolding($1,845.00);(iii) allowanceoverageforsomeadditionaltemporaryworkperformedpriortoandaftermovingintothe newschool($5,318.00);(iv)floordevicesatthestagestepsweredeletedresultinginacreditof ($1,290.00);(v)edgeconditionatfloor/stairandguardrailinfillatStairNo.2and3($2,7733.00);(vi) modificationstolightcovesinthelibraryandmusicroom($6,528.00);(vii)freightelevatorexhaust revisions($12,351.00);(viii)modifycorridor/stairpockets$11,806.00);(ix)modificationrequirements forownersuppliedkiln($7,645.00);and(x)kitchenexhaustrevisions($3,082.00). MotiontoApproveChangeOrderNo.15intheamountof$50,450baseduponthe recommendationoftheDPF,theArchitectandOwnersProjectManager,fortheEstabrook SchoolProject(JonH.,DickP.)TheMotionwasApproved 50 4.ApproveTransfertoCoverChangeOrderCosts DPFrequestedtheCommitteeapprovethetransferoffundsforChangeOrderNos.14and15inthe amountof$121,072.Thiswillleaveabalanceof$50,000incontingencydollars. MotiontoApproveaBudgetTransferfromtheContingencyLine58220,intheamountof $121,072toLine58202ConstructionCostsforChangeOrdersNos.14and15,forthe EstabrookSchoolProject(EricB.,DickP.)TheMotionwasApproved 50 5.EstabrookMonthlyInvoicesforMay HillreviewedtheMaymonthlyinvoicesforDiNiscoDesign,ShawmutDesignandConstruction,andHill International. HillsharedthatDPFisreceivingweeklyairmonitoringreportsfrom55t͸ƭconsultantandallreportsto datehavecomeinnormal.Hillreportsthatthirteensubcontractorsareseekingretainagereductionof 2.5%foracombinedtotalretainagereleaseof$99,500.Thereiscurrently$1,400,000heldinretainage. MotiontoApproveApplicationRequisition22,intheamountof$853,745.00,as recommendedbytheArchitect,OPM,andDPF(JonH.,EricB.)TheMotionwasApproved 50 II.Bridge&BowmanElementarySchool 1.ApproveChangeOrderNo.21$11,359.00 DPFsharedthattheBridgeandBowmanengineers,HVACcontractor,DPFstaffandBuckleymet regardingtheHVACequipmentandwentthroughthepunchlistitemsandmadegreatstridestowards agreementtoremoveitemsoffthepunchlist.Therewillbesome followupontheHVACandfire suppression.LastmonththeCommitteeapprovedpaymentstosomeofthefiledsubbiddersand discussionsweregoingonbetweenTownCounselandƭǒƩĻƷǤ͸ƭlawyerandsomepaymentshavebeen made. ChangeOrder21hadnotcomebeforeCommitteebeforeforavotebecauseofaneedtoreviewthe costoftheelectricalwork.DPFisnowinagreementonthecostoftheelectricalworkandTown Counsel,suretylawyerandTLThavesignedoffonthosefundstobeapprovedandpartofpaymentto InterstateElectric.DPFrecommendedapproving$11,359.00. MotiontoApproveChangeOrder21intheamount$11,359.00(ChuckF.,EricB.)TheMotion wasApproved 50 2.ApproveProposalforWallConstructioninModularClassroomsatBowman$9,700 DPFsharedtheproposalfortheinstallationoftheinteriorpartitionsinbothmodularroomsbyShadrack Construction.Theideaistodivideoneroominhalfandtheothertocreatethreeofficespaces.The wallswillbeinsulatedforsound.DPFrecommendsapprovalofthisproposal. TheCommitteediscussedtheproposalandwarrantylettersfromfiledsubbidders. MotiontoApproveProposaldated5.5.2014fromShadrackConstruction,intheamountof $9,700.00forwallconstructionattheBowmanModularClassrooms(JonH.,EricB.)The MotionwasApproved 50 III.GeneralBusiness 1.AdHocSchoolFacilitiesMasterPlanningCommittee PatGoddardpresentedtheChargefortheAdHocSchoolFacilitiesMasterPlanningCommitteewhichis beingformedbytheSchoolCommitteeandtheyarelookingformembersfromtheBoardofSelectmen, PermanentBuildingCommittee(PBC)andSchoolCommitteemembers.TheSchoolCommitteeis lookingfortwomembersfromthePBCbeappointedtoparticipateonthiscommittee.Enrollmenthas increasedsignificantlyandthereisconcerntheymayneedtoaddcapacity,Estabrookcurrentlyhasfive extraclassroomsandtheremaybeaneedforredistricting.Patstateditisimportanttosupportthis effort.
