Members Present: Laura Hussong, Chair; Jon Himmel, Karen Simmons (Director, Recreation Department), Sheila Butts (Assistant Director, Recreation Department), Charlotte Rodgers (Director, Human Services Department) Members Absent: Florence Koplow, Leslie Zales Also present: Nancy Adler (COA Chair), Robert Pressman (citizen) Meeting called to order at 8:37 AM with a quorum of five. Minutes: The minutes of the July 1, 2014 meeting were approved unanimously, as amended by the group. Motion: Sheila/Second: Charlotte Member Comments Karen passed out the meeting notes from a meeting with TILL (Toward Independent Living and Learning). We added the recommended programs to the master matrix. Jon added the programs in the Youth Services Council Meeting Minutes of 5/7/14 to the matrix. Karen and Charlotte would like to have a PA system. Is such a thing in the bid documents? Jon would like the drafts of the preservation restriction brought before this group. Karen will pass along what is being presented to the Board of Selectmen on Monday 7/14. Laura summarized the programs proposed by the Diamond Middle School students. Common themes are food, drop-in activities. We added their suggestions to the matrix. Master Matrix We examined the programs that require a kitchen. The LCC will have a 'staff only' warming kitchen. The nutrition program imposes some restrictions on what can be put in the refrigerator. Significant issues brought up during the meeting: Kitchen What restrictions are there with the proposed 'staff only' kitchen? We need clarification on code issues, who establishes usage policy, what food options will be possible, how the kitchen may be used. Can we make some minor changes that would allow for greater access and flexibility? Preservation Restriction How do we retain flexibility to use the buildings and property differently in the future without knowing now what that use might be? What are permanent structures: Additional gardens? Raised beds? We need clarification on these issues. Next Steps We will look at separate reports for K (keep), KE (keep and expand), C (community-run), and N (new) offerings. Verify that we can ignore G (general) and D (duplicate) entries. Select offerings for soft opening from K Grand Opening will have additional offerings For new offerings, determine frequency, #people, room type, other characteristics. Determine what additional equipment and budget are required for the proposed program.
