HomeMy WebLinkAbout2003-10-20 Building Finance Advisory Committee - Charge BUILDING FINANCE ADVISORY COMMITTEE Members: 7-9 Appointed By: Selectmen Length of Term: Until acceptance of report - expected spring, 2004 Appointments Made: As Needed Meeting Time: As Posted Description: The Selectmen's Building Finance Committee is charged with advising the Selectmen as to the feasibility of financing through cash capital, or otherwise, certain capital projects as roughly prioritized by the Committee. The Committee shall build upon the original report submitted by the BFC in 1995 and by recommending a phased, scheduled and manageable series of small cash capital investments in the Town’s physical plant. The Committee may choose to review the Archetype Report to insure that the recommendations within it were adequately addressed in the Committee’s Phase I report and work with staff to identify other building investment and system needs. In addition, the Advisory Committee should provide advice and counsel to the Selectmen as to scheduling of the capital projects as prioritized. In their evaluation, the Advisory Committee should consider phasing of construction and financing if necessary, or suggest alternative financing mechanisms if desired, in order to meet these needs. The Advisory Committee should consider the real estate tax levy implications involved in funding this priority listing.
