Minutes of November 19, 2010 were approved on a motion by L. Smith(second S. Tullmann)
Committee engaged in a discussion of the Hartwell Area report. Committee thought the report is background
information for a Hartwell strategy Report will be renamed to suggest this.
N Bhatia asked what the vision is for Hartwell, is to get money out of Hartwell, have we done enough to achieve this?
Hartwell strategy discussion
12-18 Hartwell Avenue, Hartwell Square Proposal Colin Smith of Colin Smith Architects was present. The Committee
was in receipt of the Fiscal Impact Analysis prepared for Lexington Management. N Bhatia asked what the break
point was on rent. C. Smith responded$30 to$35 L. Smith asked if the site had been maxed out for retail C. Smith
responded that parking was a limiting factor, they are at 5 spaces per 1000 for parking J McWeeney suggested that
the Planning Board will have to decide if the TMOD plan with the median can accommodate retail J Zink suggested
that the shell cost seemed higher than what was typically needed for retail and this may not be realistic, they may not
have to spend that much
On a motion by L. Smith(second S. Tullmann) the EDAC recommends the 12-18 Hartwell proposal to the Board of
Selectmen because the projects presents economic growth, and a use that is compatible and desirable for the area
The EDAC encourages the applicant to work with the Planning Board on the TMOD infrastructure issues. This is an
obsolete building that needs capital investment The project introduces retail and the EDAC is in support of the
concept of business retail Four affirmative votes and one abstention
