HomeMy WebLinkAbout2014-06-11-PB-min PLANNING BOARD MINUTES MEETING OF JUNE 11, 2014 A regular meeting of the Lexington Planning Board, held in the Selectmen’s Meeting Room, was called to order at 7:00 p.m. by Chairman Charles Hornig, with members Nancy Corcoran- Ronchetti, Richard Canale, Greg Zurlo, and Timothy Dunn and planning staff Maryann McCall- Taylor, Aaron Henry, and Lori Kaufman present. **********************DEVELOPMENT ADMINISTRATION*********************** 30 & 32 Moreland Avenue, ANR: Staff explained that the applicant for Moreland Avenue brought forward an ANR to finalize variances granted by the ZBA dividing the original parcel and was now before the Planning Board to divide or subdivide the parcels. The old regulations allowed this to be done through an ANR. The updated regulations now conform with the Subdivision Control Law procedure, which concludes that the plan for Moreland Avenue was a subdivision due to lack of the required frontage for the district and therefore not entitled to an ANR endorsement. Staff was requesting that the Board waive the submission standards to allow a single page plan and waive the frontage requirements. Mr. Joel Werrick, the applicant, believed that after following what was protocol in the past for Zoning of going before the ZBA, waiting the appeal period, recording the document at the registry, getting a new address from the Board of Selectmen, filing for a building permit and then getting an ANR endorsement, that everything would be all set. Mr. Hornig said that there was a clear statutory process that could not be waived, but the Board could streamline the approval as much as possible. On a motion duly made and seconded, it was voted, 5-0, that the plan at 30 & 32 Moreland Avenue showed a subdivision and would need to go through the subdivision process to legally subdivide the parcels. That decision should be filed with the Town Clerk. The Board agreed to waive the submission standards for a definitive plan at this time, which would allow the applicant to re-submit this plan with some minor modifications in lieu of a full submission. Page 2 Minutes for the Meeting of June 11, 2014 ***************************SPECIAL TOWN MEETING*************************** 430 Concord Avenue, adopt report: The Board Members discussed the draft MOU with the edits from Mr. Hornig, Mr. Canale, and Mr. Dunn. The following were a list of concerns expressed by Board Members:  Lighting;  Landscaping;  A more extensive fiscal analysis;  The visual impact on the abutting properties;  Noise from the air conditioning units, dumpster, and emergency generator; and  Lack of affordable units. If this project passes Town Meeting the Planning Board would make the appropriate recommendations to the ZBA to mitigate their concerns. The MOU was not final at the time the report was written and additional comments could be made by the Planning Board on the MOU at Town Meeting. The report would be favorable, but conditional based on the review of the final MOU. On a motion duly made and seconded, it was voted, 4-1, (Mr. Zurlo opposed) to recommend approval of Article 2 to Town Meeting pending a review of the final MOU. On a motion duly made and seconded, it was voted, 5-0, to adopt the report to Town Meeting as submitted and edited. **********************ZONING BOARD OF APPEALS (ZBA)*********************** The DSDUP for the Manor House will be before the ZBA on Thursday, June 26. The Planning Board will add it to the agenda for the next meeting to discuss. *********************************MINUTES************************************ On a motion duly made and seconded, it was voted, 5-0, to approve the minutes of May 21, 2014 as distributed. *******************************BOARD REPORTS ****************************** Mr. Canale said the Zoning Reform Bill was released by the committee and may go to the floor for a vote by the House. Mr. Canale asked that the next agenda include a discussion for the Planning Board to send another letter of support regarding the Zoning Reform Bill. Minutes for the Meeting of June 11, 2014 Page 3 *********************************SCHEDULING ******************************** The next meeting will be June 16, 2014, at 6:00 in the Parker Room before Town Meeting and June 18 at 6:00 in the Planning Office with a public hearing on 48 Summit Road and 111 and 119 Laconia Street, which will be opened and continued if there was Town Meeting, Oakmount Circle, street determination, the work plan, and reorganization will be discussed. There will be meetings on July 2 and 16. On a motion duly made and seconded, it was voted, 5-0, to adjourn at 8:45 p.m. The meeting was recorded by Lexmedia.
