Traffic Safety Advisory Committee (TSAC) SUBJECT Minutes of Meeting—March 4, 2014 Members present:Manny Ferro,Dave Cannon, Mary Ellen Dunn,Steve Frymer Liaisons present: David Kucharsky,Planning Dept;Jeanette Rebecchi,Human Services Dept, Jeanne Canale,Sidewalk Committee Guest: Albert Montgomery, resident from Outlook Drive Sarah McSweeney Chamberlain, resident from Prospect Hill Road Agenda: • Approval of January 14th Meeting Minutes • Update on Traffic Studies by School Committee • Police Traffic Safety Monthly Updates • New Business Annroval of February 4th Meeting Minutes The motion to approve the February 4th TSAC meeting minutes was passed unanimously Prosnect Hill Road Sidewalk Petition As noted during the previous TSAC meeting a request from the Town Manager was submitted for TSAC to review a petition from Prospect Hill neighbors and submit an interim report to the BOS by June 15th Dave Cannon reviewed the request and developed a preliminary Scope of Work for discussion. Before reviewing the scope Jeanne Canale, liaison from the Sidewalk Committee, provided some background as to how the sidewalk petition has been reviewed by the Sidewalk Committee o Proponents and opponents for the sidewalk attended meetings on December 2nd and January 6th The petition was not discussed during the February meeting but she will report back to her Committee about TSAC's approach in April. o Sidewalk Committee is aware that this particular request for a sidewalk was an issue in the past. Know that plans were developed but have not been able to locate them. o Dave Cannon noted that plans do exist from 1987 which Engineering has and include topographic maps as well as cross sections of the roadway Mr Cannon noted that from a safety perspective TSAC would support the inclusion of a sidewalk. o Mr Cannon reviewed the scope which would involve a property line survey, Page 1 of 2 JS MOpN,N 6.'fjmr P s, a_m tip, 11 Ln APRIL 4 XING1_9 Town of Lexington Traffic Safety Advisory Committee topographic survey, vehicular counts and 24 hour speed counts. A consultant would be hired to conduct the work. TSAC will work with the Sidewalk Committee to establish the appropriate location for the sidewalk. o Attendees discussed if pedestrian counts should be part of the scope o Mr Montgomery indicated that the crossing guard located at Downing and Marrett says 10-20 people cross at that location. o It was recommended that the Safe Routes to School Committee get involved and coordinate pedestrian counts on Prospect Hill Road with the crossing guard counts at Marrett and Downing. o It was noted that the counts should be conducted while school is still in session o Mary Ellen Dunn indicated she could look at demographics of surrounding neighborhood to determine where students would potentially be coming from to access the Bridge School. o The South Lexington Transportation Study recently conducted bike and pedestrian counts along Marrett Road at Waltham Street, Spring Street and Cary Avenue o It was determined that vehicular,pedestrian and bicycle counts should be coordinated at the following intersections along Prospect Hill Road. • Outlook Drive/Middleby Rd • Wachusett Drive • Wachusett Circle • Marrett Road o The motion was approved to move forward with the Scope of Work for Prospect Hill Road. Mr Cannon will revise the scope and get some preliminary costs from prospective consulting firms. Police Traffic Safety Undates There were no updates to discuss. Attached Documents: Prospect Hill Road Preliminary Scope of Work New Business Ms. Dunn noted that a repository for school related traffic safety issues has been developed. She also noted there are issues with the current TSAC request form and the email address. How are de-icing sidewalks located in the Town ROW handled9 Complaints should be submitted to David Pinsonneault or Marc Valenti. The Town does not require property owners to clear their sidewalks. Mr Cannon noted that DPW does have a list of sidewalks they clear Ms. Dunn noted the schools provide a list of new sidewalks that require snow maintenance Mr Montgomery asked how crosswalks in the center are being evaluated. The Center Streetscape Study is looking at this and will determine the elimination, addition or relocation of crosswalks. Next TSAC meeting: April 1st —Parker Room Page 2 of 2
