A quorum of 4 was present. Members Present: Rick DeAngelis, Sandra Shaw, 'Wendy Rudner and Lisah Rhodes Members Absent: Staff Present: Karen Simmons, Director of Recreation, Peter Coleman, Supervisor of Recreation, Chris Filadoro, Superintendent of Public Grounds, and Sheila Butts, Assistant Recreation Director Citizens Present: Tom Shiple, Lexington United Soccer Club, Markus and Laura Stamm, Adam and Kate Cohen, David Barone and Francesca Pfrommer, Fitzgerald Little League Field abutters, Todd Cataldo The meeting acted on the following items: 1. Meeting with Abutters to discuss Fitzgerald Little League Field — Lights Rick DeAngelis, Chairman of the Recreation Committee opened the public meeting portion of the March 25, 2014 Recreation Committee meeting by reading and reviewing the abutters' meeting notification letter (attached) sent out to all residents living within 300 feet of the Fitzgerald Field (address 251 Waltham Street) on February 27, 2014. Mr. DeAngelis also read an email (attached) from Ben Caplan regarding the proposed Fitzgerald Field lights. Mr. Caplan was unable to attend the public meeting, but supports lighting the field. Mr. DeAngelis introduced Todd Cataldo who reviewed his proposal for the purchase and installation of lights at the Fitzgerald Little League Field with private funds. Mr. Cataldo briefly discussed the history of the field and his desire to raise private funds for the project. He explained that once completed the lights would be donated to the Town of Lexington. Mr. DeAngelis indicated to those in attendance that the Recreation Committee will collect as much feedback as possible from residents prior to going back to the Board of Selectmen. Abutters are welcome to attend and speak at the Board of Selectmen's meeting. No date for the meeting has been set. Public meeting comments and questions: Francesca Pfrommer, abutter, inquired about the proposed placement of the light poles. Mr. Cataldo referenced the Musco Lighting diagram (attached), which shows the suggested light pole locations on the first and third base sides of the field. The poles will be sixty to seventy feet tall. Ms. Pfrommer asked is this was standard practice, and if they would be overly noticeable to abutters. Mr. DeAngelis mentioned, as a point of reference, that the poles at 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 Center #1 are 80 — 85 feet tall. Mr. Cataldo added that new lighting systems have much improved technology, resulting in a more directed focus of the lights and reduced glare and spill over lighting that could impact abutters. • Mr. and Mrs. Staxmn (42 Clarke Street) asked how late the lights would be on. They referenced fall 2012 when the football team used lights for practice prior to the Thanksgiving Day game and left them on all night. Karen Simmons, Director of Recreation explained that this occurrence was by the School Department and they inadvertently forgot to turn off the generators after the practice ended. • Mr. and Mrs, Stamm also asked how often the lights would be used. Mr. DeAngelis explained that no final recommendation had been voted on by the Recreation Committee. However, he suggested that use of lights on the Fitzgerald field could provide Little League with one extra game per evening during the summer, which would probably be completed by 4:00 p.m. No determination has yet been made about the number of evenings each week lights would be permitted. • Mr. and Mrs. Stamm asked why lights were proposed at the Fitzgerald Field rather than the little league held at Lincoln Park. Mr. Cataldo and Mr. DeAngelis explained that all of the little league fields had been considered as potential locations for lights. The majority of little league fields are located on public school grounds. Lincoln Park was seriously considered, but due to its previous use as a landfill the Department of Environmental Protection has strict regulations about construction that could potentially penetrate the "Cap" over the landfill. Finally, Sandra Shaw explained about the historical significance of the Fitzgerald Field. • Kate Cohen (Forest Street) asked why the abutters had not been involved from the beginning in these discussions. The Recreation Committee noted that all Recreation Committee Meetings are posted and open to the public. Meeting agendas axe posted by the Town Clerk, • David Barone (Forest Street) asked what the importance of this project actually is. Mr. Cataldo explained that Lexington is the only community in the area without a lit little league field. More importantly, Lexington should strive to have a first -class facility for its little league program, enabling them to host tournaments and other little league special events, this growing the program. • Mr. and Mrs. Stamm asked how the growth of Little League compares to that of other youth sports. Rick DeAngelis noted that AAU baseball programs may have had an impact on participation in Lexington Little League, but not in overall youth baseball participation. Peter Coleman, Supervisor of Recreation, added that enrollment in Little League has remained steady in recent years with approximately 1,000 children participating each spring. • Mr. and Mrs, Stamm, Mr. and Mrs. Cohen and Mr. Barone all expressed their concern about the length of time the lights would be on after Little League games. They do not want the lights on until 10:30pm. They were all apprehensive about lights not being controlled properly and being left on after games were concluded. Lisah Rhodes explained that the new Mu.sco Light System would be a web -based system. Lights would be programmed on a permit -by- permit basis by the Recreation Department. A question was asked about who will pay for the use of the lights and if it came from taxes. Karen Simmons, Director of Recreation, told the abutters that the Recreation Department operates as an Enterprise Fund, which means that the Department receives no tax levy money for its operating budget. The cost of the lights would be paid for by Lexington Little League. Every organization that uses the lights at Center 41 and Center 92 pay an hourly light fee to cover the cost. • The abutters also asked about the policy for other potential users. Sandra Shaw doted that each non -little league request would be considered separately. Mr. DeAngelis and all members of the Recreation Committee noted that the primary users of the lighted field would be 8 — 12 year old boys and girls. They do not believe that the field dimensions allow for game play by those over 12. Karen Simmons, Director of Recreation, also explained the current Town of Lexington light policy. As established by the Board of Selectmen, the lights on Center # 1 and Center # 2 must be off by 10:30 p.m. The basketball court and tennis court lights have a 9:30 curfew. The exemption is during tournament play. ® Francesca Pfrommer commented that a proposal such as this should not be turned down. It does make sense for the community -at- large, given that the project would be funded privately and donated to the Town. At the conclusion of the public meeting, the Recreation Committee compiled a list of items they believe need to be considered and addressed before making a final recommendation to the Board of Selectmen. These include: 1. End time for lights. 2. Number of days per week. 3. Actual day's lights will be allowed. 4. Age of users (restrict to little league ?) 5. Start and end date of the season. 6. Rain policy Recreation Department staff will present its recommendation, based on input from Lexington Little League and the neighbors, at the April Recreation Committee meeting. 2. Citizens and Other Boards - none 3. Meeting Minutes from February 26, 20:14 The meeting minutes of January 15, 2014 were discussed. Lisah Rhodes moved acceptance of the February 26, 2014 Recreation Committee. Sandra Shaw seconded_ The Recreation Committee voted 4 - 0 to accept the January 15, 2014 Recreation Committee minutes as amended. 4. Liaison Reports Wendy Rudner, Lincoln Park Sub - Committee Liaison updated member of the Recreation Committee on the LPSC budget. The attached 2013 Lincoln Park Subcommittee financial statement is unofficial. In 2013, due to public trust fund investments, the Richard and Jeanne Kirk Fund and the Teresa and Roberta lee Nature Path Fund did quite well. Ms, Rudner noted that much of those investments were used toward expenses, but minimal increase was shown for each trust. 5. Sponsorship Signs at Park and Recreation Facilities The Recreation Committee discussed the issue raised by Lisah Rhodes at the February 26, 2014 Recreation Committee meeting regarding signage at park and recreation facilities. Mr. DeAngelis indicated that this could be a standing agenda item for the Recreation Committee. Karen Simmons, Director of Recreation suggested that it might be more appropriate for the Committee to have an in- depth, one time discussion of the matter. She reviewed the existing criteria for and history of the installation of Tee Signs at Pine Meadows Golf Course. The sponsorship fee covers the actual cost of the sign, Ms. Simmons also explained to the Recreation Committee members that the Town of Lexington has existing signage by-law, and that the Board of Selectmen has approval rights for any proposed signage. She also reminded the committee that previous Boards were not in support of seasonal advertising /sponsorship signage because of the visual clutter in the parks. Mr. DeAngelis noted that the possible request before the committee was for temporary signage on outfield fencing that would be in place only for the one season. He suggested that the Recreation Committee discuss Sponsorship Sign guidelines and policies, at length, at the next meeting, with attention paid to the following: ® Size of any proposed signs ® Type of sign (conformity) • Length of time the signs would be in place • Cost /charge for the signs ® Vandalism issues • Possible locations where temporary signs might be allowed ® Priority of approvals 6. Recreation S Year Capital Plan — Standing Item for Updates Karen Simmons, Director of Recreation reported that as of March 25 the Recreation Capital Articles (Article S) requesting CPA funds would be brought before Town Meeting on April 7, 2014, Article 9, the Pine Meadows equipment request, does not have a "date certain ", Lisah Rhodes will present all Recreation Capital Articles to Town Meeting. Recreation Reports Karen Simmons, Director of Recreation, reported on the following; • Lisah Rhodes did a great job at the Special Town Meeting on Monday, March 24, speaking on behalf of the Recreation Committee regarding the Lexington Community Center. The article passed overwhelmingly. The architect will proceed to finalize the bid documents, with formal bids going out in mid - April. Town staff has reviewed the renovation plans for the Community Center and made recommendations that have been incorporated into the plan. • The ad hoc Community Center Advisory Committee continues to meet regularly. The committee and staff liaisoars are beginning to meet in smaller working groups to discuss programs, governance, fundraising, space and interior issues, technology, safety and security and public relations. • The Cary Hall renovations were approved at Special Town Meeting on March 24. These renovations will impact Recreation programs previously held. in Cary Hall and the current location of Recreation program and facility supplies currently housed in the basement of Cary Hall. No determination has been made as to where Recreation Storage will be located between mid -June and the opening of the Community Center in 2015. The School Department and Cary Library have stepped up to assist Recreation in placement of programs. On April 1 Ms. Simmons will be meeting with School and Facilities Department representatives to discuss the availability and timing of the new Estabrook School use by the Recreation Department. • It has been a difficult winter and early spring for fields. The grass fields remain closed, and it is anticipated that they will not open for another 1 2 weeks. Chris Filadoro and Peter Coleman continue to go out and inspect the fields. • Work at Lincoln Park #1 is beginning again. • Lexington Youth Lacrosse held their annual kick -off tournament on March 21 and 22. LHS Lacrosse holds it opening tournament on March 29 and 30. Both use Lincoln 42 and #3 for games. • Pending Town Meeting approval and a successful bid process, work to replace the carpet on Lincoln 42 is recommended to begin after Columbus Day. This date may move up every sooner based on the issues with Field #1. The Town had hoped to begin the work in August (concluding in mid - September), but has been notified by its consultants that August is not a good time because contractors are in the middle of projects and they would not be ready to begin until the end of August or early September without charging a premium, Tom Shiple, Lexington United Soccer Club, respectfully requested reconsideration of this timeline. He explained that closing Lincoln #2 as of Columbus day Weekend would have a serious impact on the fall LUSC schedule and result in a loss of games in the fall, The Recreation Committee suggested that LUSC investigate the use of temporary lighting on the fields, which has been allowed in prior years. Pine Meadows is scheduled to open on April 1, weather and conditions permitting. Pond dredging at Pine Meadows was completed in less than one week. Recreation Staff is finalizing summer hiring recomnnendations. Peter Coleman is still recruiting staff for key Aquatics positions, including the positions of Aquatics Manager and Head Lifeguard. 8. Parrs Reports Chris Filadoro, Superintendent of Public Grounds reported on the following: • The Parks Department collected three rolls of previously remove synthetic turf from Lincoln 41 and is storing them at 201 Bedford Street. This turf will be used for surfacing in outside batting cages and pitching bullpens. • Two Parks Department employees recently completed the "pool school" program, Peter Coleman, Supervisor of Recreation, Chris Filadoro and Eric Gitschier, Superintendent of Water and Sewer, met recently to discuss the placement of individual water meters on each pool and in locker rooms at the Town Pool Complex to better track water usage at the facility. The installations will be completed prior to the startup process at the Complex. Mr. Filadoro is working with Shane Arnold, Lexington Little League president to acquire proposals and pricing for planned field work at the Bridge Little League Field and Lincoln Softball Field. • On Saturday, April 19, the Old Guard will be performing on the Battle Green as part of the annual Patriot's Day celebrations. • Joel Custance, Forestry Foreman, was recently recognized by the U.S. Forestry Service for his work, and will be attending training in Washington, D.C. to further his expertise. • The tennis nets have been put up at all 17 courts in anticipation of the April 1 opening of courts. • Lisah Rhodes inquired about the Parks Department plans for Old Reservoir beach cleanup and removal of vegetation that continues to encroach upon the beach and swimming area. Mr. Filadoro told the Recreation Committee that volunteers from Temple Isaiah annually spend a weekend, in cooperation with DPW, cleaning up the beach area. Additionally, the Parks Department rakes and cleans the beach weekly during the swimming season. Ms. Rhodes suggested that Mr. Filadoro also reach out to the Landscaping Club at Lexington High School for additional volunteers to weed the beach area, and remove unwanted vegetation from the area. Ms Rhodes requested a thorough beach clean up prior to the season opening. • Sandra Shaw inquired about the status of the bike path renovation between the Lincoln Park Softball Field and Middleby Road. Mr. Filadoro said that he would speak with Marc Valenti, Highway Superintendent. • Lisah Rhodes asked if there was any new information about the Old Reservoir dam, Previously there had been discussions about possible removal of trees on the earth dam, and the impact if these were removed. Mr. Filadoro will get updated information from Town Engineer, John Livsey, and provide the Committee with an update at the April meeting. • Peter Coleman, Supervisor of Recreation, reported to the Recreation Committee that Lexington Youth Lacrosse and Lexington High School are working cooperatively to address spring field usage needs because Lincoln # 1 is not back online yet. 9. New Business The next meeting of the Recreation Committee will take place on Thursday, April 17, 2014 at 7:00 p.m. The meeting will be held in the Selectman's Meeting Room at the Town Office Building, 1625 Massachusetts Avenue. A facility is defined as a building, portion of a building, driveway, intersection, walkway, or other parcel or portion of a parcel of land and places or natural features contained therein. Once a facility has been named, renaming will be approved only in extraordinary circumstances. The Board of Selectmen is responsible for approval of the placement of memorial objects, artwork, signs or other fixtures on parcels of land under the jurisdiction of the Board. Examples include, but are not limited to, plaques, memorial and ornamental Signs, sculptures, banners, benches, trees or other plantings, fountains, detached structures, and walls. Procedure: 1. A proposal to name land or a facility must be submitted in writing to the Board of Selectmen and must include a summary outlining the merits of the proposal. The proponent or his or her designee will present the request to the Board of Selectmen at a regularly scheduled meeting.. In addition to consulting with a related board or committee the Board of Selectmen may appoint a committee to assist with its review of any proposal, including size, type of materials and all design features. 2. A proposal for the placement of a memorial object, piece of artwork, sign, or other fixture must be submitted in writing to the Board of Selectmen and must include a summary outlining the merits of the proposal including design and wording, The Board will vote on the proposal at a regularly scheduled meeting. 3. A Lexington resident has met with the Recreation Committee on multiple occasions to discuss lighting a Little League field in Lexington. This resident has spearheaded an effort that, with private funds, would mi clude installing lights and gifting them back to the Town of Lexington. It is believed that this proj ect will benefit the current and future generations of Lexington youth. After much discussion, the Fitzgerald Little League Field located on Park Drive was recommended.
