Minutes of Meeting of January 17, 2014
20/20 Vision Committee
A meeting of the was held on Friday, January 17 at 7:45 a.m. in the Parker Room in the
Town Office Building at 1625 Massachusetts Avenue.
Members Present: Fernando Quezada, Dan Krupka, Joe Pato, Peter Enrich, Marian Cohen, Bhumip Khasnabish,
Jane Warren
Others: Candy McLaughlin, Melissa Jones, Carroll Ann Bottino
Members Absent: Andrew Dixon, Alan Wrigley, Peter Lee, Greg Zurlo, Margaret Coppe
Action Items:
Make final edits to revised Committee charge to be submitted to the Board of Selectmen (Andrew)
Create draft format and structure for mini-citizens’ academy (Candy/Melissa)
The meeting was called to order at 8:00 a.m. and acted on the following items:
Approved the minutes from December 13, 2013.
Q&A about new public email address:
Candy reviewed the protocol for the new Committee email address
). There is a need to archive all board and committee correspondence on the Town
(2020comm@lexingtonma.gov
system, as opposed to using the chairs’ personal email addresses. Anyone from the public may send messages to
this email address, and the messages will be archived on the Town’s system. Not all Committee members will have
the login information, as only a couple of people will manage this mailbox. Candy indicated that members should
copy (“cc”) this email address anytime they communicate with each other regarding 20/20 business. The group
discussed how this need to maintain correspondence as public record may conflict with the confidentiality
agreements it makes with interviewees and survey respondents. Some thought needs to be given to balancing the
protection of participant privacy and maintaining public records moving forward. Fernando said that the group
should revisit this in a couple of months to discuss how the new email system is working.
Discuss revised Committee charge and ideas for recruitment:
The Committee reviewed the latest draft, and
made small, clarifying edits to the “What,” “How,” and “Who” sections. The group determined that representatives
from the Board of Selectmen, School Committee and Planning Board should be voting members as opposed to
liaisons, as the members want to ensure that these elected bodies are invested in the work of the Committee. The
group also decided that the Committee’s title should be “20/20 Vision” as opposed to “2020 Vision.” While the
latter implies an end date, the former indicates a continuous forward-looking mission.
Identify next steps on planning mini-citizens’ academy:
The Committee agreed that the best time for a mini-
citizens’ academy is mid-May. Candy asked who the audience would be for this session. The group discussed a
wide range of possible participants: new residents; people who are not able to commit to the full Academy in the
fall; people who may be unhappy with Town government. The group mentioned CAAL, IAL and the PTA as ideal
groups to target for participants. Candy said that the Town Manager envisions this as an opportunity for mid-level
managers to make presentations and connect with residents. The Committee would like to see the curriculum for
the full Academy so that it may determine which pieces to include. Fernando said that the group should be
prepared to adopt a final plan by the next meeting.
Discuss next steps on survey results:
Marian asked the Committee how much interpretation of survey data she
should conduct. She said that it is unclear whether she should move forward with additional analysis or wait for
direction from the Board of Selectmen, School Committee and Planning Board. The group discussed the need to do
a big push to communicate the survey results with the community. This messaging should focus on specific areas
that need attention as highlighted by the survey responses. Because the data is already one year old, this should
happen in the spring. The group set May as a target date for presenting to the three elected Boards.
