2.PUBLIC COMMENT
Dan McCabe spoke about the Greeley Village tenants association. There was a large
turnout for the holiday party and a lot of good food. The association is planning a
spring cookout and is in the process of forming a safety committee.
3.MINUTES
Approval of Minutes of Regular Meeting of January 8, 2014
Upon motion Melinda Walker and seconded by Nicholas Santosuosso, the Board
voted to approve the Minutes of the Regular Meeting of January 8, 2014, all
members having received copies. The roll call vote was as follows:

Upon a motion by Nicholas Santosuosso and seconded by Weidong Wang, the
Board voted to accept the Bills and Checks as presented for January 2014. The roll
call vote was as follows:

5.EXECUTIVE DIRECTOR’S REPORT
A.Attorney Manette Donovan: Review of Section 8, VAWA and Cori Policy
changes
Attorney Manette Donovan was in attendance to review the proposed changes to
the LHA Section 8 Plan, VAWA and Cori Policies. She explained in detail
preferences, subsidy standards, income verification and disposition of vouchers.
As stated in a prior meeting, she is working with a consortium of 5 housing
authorities as a group to update policies. HUD sets the regulations and housing
authorities enforce them. The proposed updates and changes are available in the
office for public comment. This was advertised in the local paper, posted at all
town buildings and our 68 Section 8 voucher holders were notified by mail.
B.LHA and Parker Financials
The Board was given copies of the January Financials for review. Other than
being slightly over budget for snow removal, the financials appear to be fine.
Upon a motion by Melinda Walker and seconded by Nicholas Santosuosso, the
Board voted to accept the January LHA Financials. The roll call vote was as follows:

The Board was given a copy of the Parker Financials for December to review.
The Parker Manor Annual Meeting was held 1/15/14. A condo increase of 5%
was discussed as well as a Special Assessment in the amount of $2,424.00 to
build up reserves.
Upon a motion by Weidong Wang and seconded by Nicholas Santosuosso, the
Board voted to accept the 5% Parker Manor condo fee increase and the Special
Assessment of $2,424.00. The roll call vote was as follows:

Additional items discussed at the Annual Meeting were roof replacement and lead paint
in the common areas. LHA is going to proceed with a lead paint risk assessment by a
licensed contractor. There is still no signed management contract in place although Steve
has brought this up at many meetings. Attorney Jeff Driscoll will also be reviewing the
Parker Manor management contract and other documents for the housing authority.
Attorney Jeff Driscoll sent a letter to our tenant with the roof leak in unit #111. She has
signed the letter and will pay a reduced rent until the roof is repaired.
C.Designated Housing Plan
The Designated Housing Plan was approved by HUD for another 2 years. LHA
has 12 units designated for young disabled at Countryside Village.
D.Project updates: CV, VV, GV, Mass Ave
The Countryside Village bathroom tub and shower project is on schedule and at
substantial completion.
Upon a motion by Weidong Wang and seconded by Melinda Walker, the
Board voted to approve the Certificate of Substantial Completion for the Countryside
Village bathroom tub and shower project. The roll call vote was as follows:

The Countryside Village Generator project is complete. The generator runs rough on
startup. The gas company suggested adding a 6” pipe but there is no guarantee that
will correct the problem. The total amount for that repair would be $3,770.00 but not
guaranteed to correct the problem. The Board discussed this and decided to leave

the generator as is.
Steve is going into Designer Selection on 2/19/14 for both the Greeley Village New
Unit Project and the Vynebrooke Village HILAAP Project to have an architect
assigned to these projects.
There has been a 12% energy savings at Greeley Village from the insulation and
aero gel installation last year per the Wego Wise energy reports.
DHCD has assigned Ray Guertin as the architect for the Mass Ave Home Funds
Project. Steve will be meeting with him next week.
E.DHCD Hazard Grant
LHA is in receipt of this hazard grant for tree trimming at Greeley Village and our
state family house on Wood Street. There is asphalt repair work that needs to be
done at Vynebrooke Village also from this grant.
F.Martin Luther King, Jr. Day celebration update
There was a large turnout at all three villages that day for the luncheon. Tenants
enjoyed the event. Steve had many pictures for the Board.
G.DHCD HILAPP Grant
Another grant is available but none of our properties qualify.
H.Agency, Annual and 5 Year Plan
These are available in the office for public review and comment prior to the
Annual Meeting in April. This has also been advertised in the local paper. Our
architect is working on the required HUD 20 year PNA and ADA 504
Assessments.
I.Annual Work Order Review
3232 work orders were completed for the 2013 calendar year. The average
turnaround for these is one day.
