Traffic Safety Advisory Committee (TSAC) SUBJECT Minutes of Meeting—February 4, 2014 Members present:Manny Ferro,Dave Cannon, Mary Ellen Dunn,Sudhir Murthy,Steve Frymer, Steve Ades Liaisons present: David Kucharsky,Planning Dept;Jeanette Rebecchi,Human Services Dept Guest: Albert Montgomery, resident from Outlook Drive Agenda: • Approval of January 14th Meeting Minutes • Update on Traffic Studies by School Committee • Police Traffic Safety Monthly Updates • New Business Annroval of January 14th Meeting Minutes Under section Police Traffic Safety Updates, David Kucharsky requested some clarification regarding Pearl Street @ Bartlett Ave and Waltham Street @ Worthen Road. The motion to approve the January 14th TSAC meeting minutes was passed unanimously noting the clarifications. Undate on Traffic Studies by School Committee Mary Ellen explained currently there are two different studies going on. o School Zone study which is looking at roadway signage and markings. Mark Valenti is in charge of this study; Captain Ferro will reach out to get an update on his findings. o School Property Traffic Operations & Safety study which is being overseen by Mary Ellen. • Bridge and Clarke schools are currently being evaluated with some of the recommendations that came out of the study,unfortunately this process is something doesn't happen quickly and is expected to take approximately three years to complete • Another important item is trying to put a policy into place to allow the police department to come on school property to have enforcement authority; this would be for traffic only Police Traffic Safety Undates Bartlett Ave a,Pearl St -Resident concern large number of cars travel in and out of LCA. Page 1 of 2 oo-� Town of Lexington Traffic Safety Advisory Committee Would like to see a stop sign along with a stop line at Pearl St (west) @ Bartlett Ave Result: Stop sign was approved by BOS on 1/27/14 and will be installed, going to monitor and see if the sign helps the situation. Mass Ave a,Locust Ave—Resident was looking for a "crosswalk ahead" sign be placed on Mass Ave to notify motorists. Currently there is a sign on one side of the street (eastbound), it was discussed that a bi-directional sign on westbound Mass Ave would help with the visibility problem. Result: A motion to put another sign up was passed unanimously Dave Cannon will put a work order in immediately,but it was noted that due to the winter season this may not take place until spring. Taft Ave a, Charles St—Resident concern many children wait for bus at this location and several cars pass. Would like to see a children's crossing sign installed on Taft and near Charles,both sides, to identify this issue Result: A study took place all year; this is the safest place to have the stop No action required. Middlebv Rd a,Prospect Hill-Resident concern is "sight distances for cars northbound on Outlook, facing traffic from both sides at 30mph, are substandard& demonstrably less than 150 feet. Sight distance of cars eastbound on Middleby for 30mph cars &pedestrians Outlook are substandard& demonstrably less than 150 feet. Sight distance for cars westbound on Prospect for cars &pedestrians at Outlook are substandard& demonstrably less than 200 feet." - 1st issue is the speed,A speed study supported the current speed limit; the 85th percentile speed was at 24mph. - 2nd issue was sight lines, there is a hedge that cause the sight distance restriction, concern is that the hedge is within, town property line Committee felt the hedge was a hazard, Dave Cannon will bring to DPW and move forward with a town official reaching out to the resident. A request from the Town Manager has been submitted for TSAC to review a petition from Prospect Hill neighbors and submit an interim report to the BOS by June 15th It was agreed that the necessary scope of service for this study will be taken up by TSAC at the next March 4th meeting. New Business TSAC policies and procedures. It was decided that the TSAC have an Executive Session(not open to public)to go through some of the TSAC policies and procedures. Dave Kucharsky agreed to send out a Doodle poll soliciting dates/times that might work for the TSAC members to try to arrange the Executive Session prior to the March 4th meeting.
