HomeMy WebLinkAbout2014-01-22-PB-min PLANNING BOARD MINUTES MEETING OF JANUARY 22, 2014 A regular meeting of the Lexington Planning Board, held in the Selectmen’s Meeting Room, was called to order at 7:05 p.m. by Vice Chairman Michelle Ciccolo, with members Richard Canale, Greg Zurlo, and Nancy Corcoran-Ronchetti and planning staff Maryann McCall-Taylor, Aaron Henry, and Lori Kaufman present. Charles Hornig was absent. ************************DEVELOPMENT ADMINISTRATION********************* Lincoln and Middle Street/Ponywold modification: Ms. Ciccolo called the public hearing to order at 7:06 p.m. There were three people in the audience. Present were Mark Barons, applicant, John Farrington, attorney, and Gary Larson, landscape architect. Mr. Farrington explained that a special permit was granted for this site located at Lincoln and Middle Streets on June 19, 2013 for an eight unit Balanced Housing Development (BHD). The original submission made some representations and one item was inaccurate. The project was allowed 36,000 square feet for Gross Floor Area (GFA) and the original submittal requested 26,400 square feet. When plans were submitted by the architect there was a misunderstanding of the definitions for Gross Square Footage and Net Square Footage. The new figures requested in the modification would increase the GFA from 26,400 square feet to 29,987 square feet and also shifted the designation of which house would go on each lot. Board Comments:  This modification was requested because of a misunderstanding? Mr. Farrington replied yes and suggested giving applicants a schedule on how to do the calculations to provide clarity.  What was the status of the project? Mark Barons said one house was up and framed, a second foundation was in, and a permit for a third house was pending, the road and infrastructure were in except for drainage.  Would the foot print change for the houses? Mr. Farrington no, the changes would be within the structure, the only foot print changes would be based on the relocation of some of the houses onto different lots.  As long as footprints would not be increased this would be an acceptable modification to the original project and decision. Page 2 Minutes for the Meeting of January 22, 2014 Audience Comments:  The resident loved what was being built on this site. If approved, Mr. Henry would draft an addendum to the decision to be filed with the Town Clerk and wait the 20 day appeal period. The applicant would then record this approved modification as an addendum to the decision and have the updated sheet three recorded as well. On a motion duly made and seconded, it was voted, 4-0, to close the public hearing at 7:28 p.m. On a motion duly made and seconded, it was voted, 4-0, to approve the proposed modification to the BHD for Lincoln Street and Middle Street (Ponywold) as requested. ************************DEVELOPMENT REGUALTIONS ************************ Progress Update: The Board discussed the latest draft regulations that were sent from Mark Bobrowski. Staff should have a final draft by the next meeting and if the Board had any concerns please let staff know as soon as possible. AAB compliance, street classifications, and standards were discussed and needed to be reviewed further. A DRT subgroup was reviewing regulations on paper streets, private streets and unaccepted streets and staff would advise the Board of the findings. ***********************************HOUSING********************************** The Board discussed the Housing Production Plan and the staff summary and recommendations. On a motion duly made and seconded, it was voted, 4-0, to accept and place on file the Lexington Housing Production Plan with technical corrections. ****************************ZONING BOARD OF APPEALS*********************** The Board received a copy of a letter sent to the Zoning Board of Appeals regarding 30 Moreland Avenue for review and was placed on file. **********************************MINUTES*********************************** On a motion duly made and seconded, it was voted, 4-0, to approve the minutes of December 11, 2013, as submitted. ********************************STAFF REPORTS****************************** Minutes for the Meeting of January 22, 2014 Page 3 Next week Wednesday, January 29 there will be another parking meeting and all the comments from the meetings regarding the consultant’s strategies will be refined and a parking management proposal will be brought to the Board of Selectmen for a possible approval. ********************************BOARD REPORTS****************************** Mr. Canale reported that the BSRB met yesterday and was making progress. Ms. Ciccolo said the active streets legislation was making its way into the Transportation Bond Bill and the name was changed to Complete Streets and would be going to the House for a vote. On a motion duly made and seconded, it was voted, 4-0, to adjourn at 8:13 p.m. The meeting was recorded by Lexmedia.
