HomeMy WebLinkAbout2013-12-09-HPB-min Lexington Housing Partnership MeetingminutesforDecember9,2013 Attendees:BobPressman,WendyManz,MelindaWalker,BetseyWeiss,HarrietCohen,JoePato, MichelleCiccolo Guest:EricaEndyke ThemeetingwaschairedbyBetseyWeissandtheminutesweretakenbyHarrietCohen.Themeeting wascalledtoorderat7:38pm. 1.Approvaloftheminutesof10/24/13 Oneminorchangetotheminuteswasrequested.TheLHPdidnotvoteonapprovaloftheminutes becauseitdidnothaveaquorum. 2.FirstFridayForum(WendyManz) AaronHenrypresentedtheHHPatthe\[ĻğŭǒĻ͸ƭFirstFridayForum.CarolMarineofthePartnership, MichelleCiccolorepresentingthePlanningBoardandtheMAPC,andSteveKeane,ExecutiveDirectorof theLexingtonHousingAuthority,satonthepanel.Theresponsefromtheaudiencewaspositive.The presentationwasvideotapedandisbeingshownoncablebyLexMedia. 3.HousingProductionPlan(HPP)DraftUpdate(BetseyWeiss) ThestaffpersonatMAPCwasunavailableand,consequently,theworkontheHPPisonhold.Workis expectedtocontinueshortly. 4.MetroWestCollaborativeDevelopmentΑDodsonParcellistupdate(BetseyWeiss) Ms.WeisscontactedSteveLaferriere,SeniorHousingProjectManageratMetroWestCD,rethe ConcordAveproperty.Mr.Laferrierereportedthatthehomeownerdidnotrespondtoinquiries regardingthesaleofthepropertyforaffordablehousing.ThePlanningBoarddidasitevisittothe propertyasthereisaproposaltobuildanassistedlivingfacilityontheproperty.Becausethefacility wouldprovideindividualunits,eachofthemwouldlikelycountasahousingunit.Ifthatisthecase,this wouldsubstantiallyincreasethedenominatoroftheaffordablehousingequation.ThePlanningBoard willaskthatsomeunitsbesetasideasaffordableunits.TheproposalwillbebroughttoTownMeeting inthespring,ifallgoesasplanned. Nootherupdatesontheparcelsonthelist. 5.LexingtonHousingAuthorityCPCrequest(MelindaWalker) Mr.KeaneappliedtotheDHCDforacompetitivegrantandLexingtonwasselectedasoneofthe recipients.Hewouldliketoundertakeaprojectforabout$900,000relatedtothebuildingenvelopefor Vinebrook.DHCDapprovalwascontingentonacquiringsomefundingfromtheCPC.Mr.Keaneapplied forapproximately$300,000fromtheCPC.TheCPCvoted90infavoroftheproposal.TheCapital Expenditures/ƚƒƒźƷƷĻĻ͸ƭresponsetotheCPCproposalwaspositive. 6.LexHABCPCRequest(BobPressman) BillKennedy,cochairofLexHAB,submittedarequestfor$750,000forthebalanceofthefundsneeded forthebuildingoftwobuildingsontheBusaland,eachwith3apartments.Eachbuildingwillhave22 bedroomapartmentsand11bedroomapartment.TherequestwasapprovedbytheCPCbyavoteto8 1.TheCapitalExpenditures/ƚƒƒźƷƷĻĻ͸ƭresponsewaspositivetothisproposalaswell. Lexington Housing Partnership LexHABwillpresenttheBusalandhousingplanatanopenmeetingonMonday,December16. 7.SuggestionsforNewLHPMembers AnewTownMeetingMembersiseagertorunforopenBoardof{ĻƌĻĭƷƒĻƓ͸ƭseatonahousing platform.HewouldbeagoodcandidatefortheLHP. 8.LobbyingourstaterepresentativestoseeklargerneededappropriationstorehabagingLexington statehousingunits(BobPressman) Themosteffectivecourseofactionwouldbetolobbyforaspecificbilloramendmentrelatedto affordablehousing.Ms.WeisswillcontactJenniferVanKampentodetermineiftherearehousing organizationswhoareinvolvedwithlegislation.Ifso,wewillasktobeaddedtotheappropriatemailing lists,sothatwhenlegislationisatissue,theLHPcansupport. 9.LHPmemberstorunforTownMeeting ManyLHPmembersarealreadytownmeetingmembers. 10.NewBusiness InNovember,MelindaWalkersentmailaskingforcommentsontheminutesofvarioussubcommittee meetings.Thesubcommitteewillmeettovoteonthesubcommitteeminutes.Oncetheminutesare approved,Ms.WalkerwillsubmitthemtotheTownClerk. 11.NextMeeting ThecommitteewillmeetonJanuary23,2014. 12.Motiontoadjourn Thecommitteeapprovedthemotionunanimously.Themeetingadjournedat8:45pm.
