HomeMy WebLinkAbout2013-07-25-HPB-min Lexington Housing Partnership MeetingminutesforJuly25,2013 Attendees:BobPressman,WendyManz,FlorenceBaturin,MaryHaskell,MelindaWalker,Betsey Weiss,HarrietCohen,TomHarden,JeriFoutter;JenniferVanCampen,MetroWestCollaborative Development(MWCD) ThemeetingwaschairedbyBetseyWeissandtheminutesweretakenbyHarrietCohen.Themeeting wascalledtoorderat7:53pm. 1.ApprovaloftheMinutes TheminuteswerediscussedandanamendmentwasmadetoaddinformationabouttheHousing ProductionPlanCommittee.WendyManzmovedthattheminutesbeapprovedasamended.Bob Pressmanseconded.Themotionpassedwith8infavorand1abstention. 2.TownMeetingArticlevolunteerneeded Mr.PressmanhasvolunteeredtowritethearticlefortheTownannualreport.Hesentafirstdraftvia emailpriortothemeeting.ThePartnershipreviewedthedraftandprovidedfeedback.Severalfollow upactionitemswereassigned.Ms.CohenagreedtocheckiftheLHPwebsitehasbeenupdated.Ifit has,confirmthatwithMr.Pressman.Ifnot,contactPaulLintontoaskhimtoupdateit. MelindaWalkermovedtoapprovethearticleasfinalizedbyMr.PassmanandMs.Weiss.Ms.Manz secondedthemotion.Themotionwasapprovedunanimously. 3.ParcelListDiscussionMelindaandParcelListSubcommittee Ms.WalkerandMs.Weissprovidedabriefhistoryofthedevelopmentoftheparcellistknownasthe ͻ5ƚķƭƚƓƭƦƩĻğķƭŷĻĻƷ͵ͼMr.DodsonwashiredbytheTownin2000toidentifyparcelsoflandsthat mightbeusedforaffordablehousingdevelopment.Hedevelopedthefirstpassofthespreadsheet. Someyearsago,anLHPsubcommitteeupdatedthelist,buttheLHPdidnotfurtherpursueitsuse. Inthelastfewmonths,theparcellistsubcommittee,inconjunctionwithAaronHenry,dividedthe parcelsintothreecategories:notsuitablefordevelopment,lowpriority,orpossible. Ms.VanCampendescribedtheprocessbywhichMWCDapproachesownersofparcelsthatmightbe suitableforaffordablehousingdevelopment.TheprocessbeginswithanestimationbyMWCDofthe valueofthepropertybasedonbyrightdevelopmentandalsoby40B,clusterhousing,orother sthatallowsdenserdevelopmentthanbyrightdevelopment. affordablehousingdevelopmentmodel MWCDthenapproachestheparcelownertodiscussalternatives.Aftertheinitialapproach,MWCD followsupwiththeparcelownerseveraltimesayear. Participating jurisdictions (PJs) must set aside a the community it serves, and meets the definition at 24 CFR 92.2 minimum of 15 percent of their HOME allocations for housing development activities in which qualified CHDOs are the owners, developers, and/or sponsors of the housing. Lexington Housing Partnership 4.ChrisKluchmanAppreciationUpdate Ms.KluchmanwillbeoutofthecountryinSeptember.Ms.BaturinwillcontactMs.Kluchmanto determineheravailability. 5.Chair/CoChairresponsibilities Ms.WalkerprovidedafirstpassofalistofresponsibilitiesfortheChairorCochairs.TheLHPdiscussed alternativesformanagingtheresponsibilitiesofthechair.Ms.Baturinwillsendafollowupemailtothe LHP,solicitingvolunteersforspecificactivitiesofthechair. 6.VoteforCPCRept.ΑBobPressman Ms.HaskellmovedthattheLHPappointMr.PressmantobeLHPrepresentativetotheCPC.Ms.Manz secondedthemotion.Itwasapprovedunanimously. 7.HousingProductionPlan(HPP)Drafteditsandcomments TheHPPsubcommitteeupdatedtheLHPonthestatusoftheHPP:thePlanningBoardwillnotbetaking uptheHPPuntiltheendofAugust.ThesubcommitteehasbeenworkingwithMr.Henryonrevisingthe HPPandhehaswelcomedtheirsuggestions.TheƭǒĬĭƚƒƒźƷƷĻĻ͸ƭgoalistomaketheHPPapersuasive documentthatproposessignificantprogresstowardsaffordablehousinginLexington. ThecommitteehasdoneasubstantialamountofworkontheHPPrevisionsbutisnotyetpreparedto presentthechangeddrafttotheLHPasawhole.Workiscontinuingonanaggressivetimeschedule. Ms.HaskellmovedthatwedelegateauthoritytotheHPPSubcommitteetoprovideamodifiedplanto theTownPlanningDepartment,astheinputfromtheLHP.ThedocumentwillbesenttotheLHPprior tosendingittotheTown.Ms.Baturinseconded.Themotionpassedwith8infavorand1opposed. 8.NewBusiness BettyBorghesanihasresignedastheCOAliaison. Ms.FoutterprovidedacopyoftheLexingtonHousingFoundationfinancialstatements.Thestatementis shownbelow. Ms.Cohenisstilltryingtogetthemailingliststoworkcorrectly.Shewillsendthenamesofthemailing listmemberstotheLHP. Ms.ManzadvisedthatshewouldbeaskingforanLHPrepresentativetotheLeagueofWomenƚƷĻƩ͸ƭ FirstFridaymeetinginNovember. 9.NextMeetingandAdjournment ThenextmeetingwillbeonSeptember26,2013at7:30pm.
