Wendy Manz, Capital Expenditures Committee liaison to the CPC was invited to stay for the Executive Session. At 5:30 PM, upon a motion duly made and seconded, it was voted by roll call (9-0) to go into Executive Session under Exemption 6 to consider the purchase, exchange, lease or value of real property and to reconvene in Open Session for the purpose of adjourning; the Chair declaring that an Open Meeting might have a detrimental effect on the negotiating position of the Town. 1) Due Diligence Funds- 39 Highland Avenue- Ms. Dohan and Mr. Kennedy appeared before the CPC to explain the need to utilize $15,000 from the FY17 Administrative Fund for due diligence services for a potential land acquisition. Both the Conservation Commission and LexHAB are involved in negotiations due to the property's potential for both conservation and community housing. Ms. Dohan explained that the parcel of interest is contiguous to an existing conservation property. Mr. Kennedy advised that there are existing buildings on the property that may be suitable for affordable housing purposes. $15,000 would be used to cover two appraisals and associated land planning for the property. Ms. Dohan advised that the acquisition of the property would not be ready to bring forward to Town Meeting for another one or two funding cycles. While the requested funds were already approved under Article 8(q) of the 2016 Annual Town Meeting, the CPC voted (9-0) to allow for$15,000 to be utilized from the Community Preservation Fund's administrative account for appraisals and land planning. 1 At 5:57 PM, after a duly conducted roll call vote, the Executive Session was closed and the Committee returned to Open Session for the purpose of adjournment.
