D.1.1 Annoyance Socialsurveydatahavelongmadeitclearthatindividualreactionstonoisevarywidelyforagivennoise level.Nevertheless,asagroup,people'saggregateresponsetofactorssuchasspeechandsleep interferenceanddesireforanacceptableenvironmentispredictableandrelateswelltomeasuresof cumulativenoiseexposuresuchasDNL.Awidevarietyofresponseshavebeeninvestigatedinsocial surveyresearch.Theconceptof"percenthighlyannoyed"insamplepopulationsseemstoprovidethe mostconsistentresponseofacommunitytoaparticularnoisesource(seeFigureD-1). Themostwidelyrecognizedrelationshipbetweennoiseandannoyance–regardlessofthenoisesource– wasdevelopedbySchultzinthelate1970s.Thisrelationshiporthe"SchultzCurve"isshownonthe followingpage(seeFigureD-2).Schultzbasedhisanalysisondatafrom18surveysconducted worldwide;thecurveindicatesthatatlevelsaslowasDNL55,approximatelyfivepercentofthepeople willstillbehighlyannoyed,withthepercentageincreasingmorerapidlyasexposureincreasesabove Draft2012EnvironmentalStatus&PlanningReport 1 DNL65.SeparateworkbytheEPAhasshownthatoverallcommunityreactiontoanoiseenvironmentis 2 alsodependentonDNL. Themostrecentanalysisofcommunityannoyance(1989)supportstheconclusionssetforthbySchultz; thatis,thattheDNL-%HArelationshippresentedinthe“Schultzcurve”isapplicabletoalltransportation noise.ThisanalysisincludedSchultz'originaldata(161points)andaddedtoitdatafrommorerecent socialsurveys(269points).AlogisticregressionoftherelationshipisshowninFigureD-3.Thisisthe 3 preferredrelationshipforcurrentinvestigations.Themorerecentanalysisalsoshowedthatcommunities nearairportsareslightlymorewillingtodescribethemselvesasannoyedthanthosenearsurface transportationnoisesources,althoughtherearenostatisticallysignificantdifferencesbetweenmodesof 4 transportation. FigureD-3ComparisonofSchultzData(1978)andUSAFData(1992)onAnnoyance Draft2012EnvironmentalStatus&PlanningReport Oneimplicationoftherelationshipsinthefigureisthatfortypicalcommunicationdistancesofthreeor fourfeet(onetooneandone-halfmeters),acceptableoutdoorconversationswhere95percent intelligibilityisacceptablecanbecarriedoninanormalvoiceaslongasthebackgroundnoiseoutdoors islessthanabout65dB(A).If100percentintelligibilityisdesired,theinteriorbackgroundlevelmustbe lessthanabout45dB(A).Ifthenoiseexceedseitheroftheselevels,asmightoccurwhenanaircraft passesoverhead,intelligibilityislostunlessvocaleffortisincreasedorcommunicationdistance decreased. D.1.3 SleepInterference Theeffectofaviationnoiseonsleepisalong-recognizedconcernofthoseinterestedinaddressingthe impactsofnoiseonpeople.Historicalstudiesofsleepdisturbancewereconductedmainlyinlaboratories, usingvariousindicatorsofresponse(electroencephalographicrecordings,verbalresponse,buttonpush, etc.).Fieldstudiesalsowereconducted,inwhichsubjectswereexposedtonoiseintheirownhomes, usingrealorsimulatednoise.However,ina1989assessmentofexistingresearch,Pearsonsindicatedthe needforsubstantiallymoreworkinthisarea,citingthelargediscrepancybetweenlaboratoryandfield studiesasamajorconcern. In1992,theFederalInteragencyCommitteeonNoise(FICON)recommendedaninterimdose-response curvetopredictthepercentoftheexposedpopulationexpectedtobeawakened(percentawakening)asa 6 functionoftheexposuretosingleeventnoiselevelsexpressedintermsofsoundexposurelevel(SEL). Thisinterimcurvewasbasedonthedatapresentedinthe1989study.TheFICONreportalso recommendedcontinuedresearchintocommunityreactionstoaircraftnoise,includingsleepdisturbance. SincetheadoptionofFICON’sinterimcurvein1992,substantialfieldresearchintheareaofsleep disturbancewasconducted,usingavarietyoftestmethods,andinanumberoflocations.Thedatafrom thesestudiesshowaconsistentpattern,withconsiderablylesspercentoftheexposedpopulationexpected tobebehaviorallyawakenedthanhadbeenshownwithlaboratorystudies.In1997,FICANrecommended anewdose-responsecurveforpredictingawakening,basedontheresultsofthefieldstudiesdescribed 7 above.ThiscurveispresentedinFigureD-5.Becausethecurverepresentstheupperlimitofthedata,it shouldbeinterpretedaspredictingthe“maximumpercentoftheexposedpopulationexpectedtobe behaviorallyawakened”,orthe“maximum%awakened”.Thedose-responserelationshippresentedhere reliesonbehavioralawakeningastheindicatorofsleepdisturbance;relationshipsbetweenaircraftnoise andotherpotentialsleepdisturbanceorrelatedhealtheffectsresponseshavenotbeenestablishedbyany ofthesenewerstudies.Thiscurveshouldbeappliedonlytolong-termresidentialsettingsandshouldnot begeneralizedtoincludechildren. 6 FICON1992. 7 FICAN1997.FederalInteragencyCommitteeonAviationNoise(FICAN)EffectsofAviationNoiseon AwakeningsfromSleep,June1997. Noise FigureD-4DistancesatWhichOrdinarySpeechCanbeUnderstood Thefindingontherelationshipbetweenaircraftnoiseandsleepdisturbancedoesnotcallintoquestionthe nighttimepenaltyappliedtoDayNightSoundLevel(DNL).The10dBpenaltyaddedtonoiselevelsfor theperiod10:00p.m.to7:00a.m.isintendedtoaccountfortheincreasedintrusivenessofnoiseatnight. Theambientisgenerallylowerandmorepeopleareathomeduringthisperiodthanatothertimesofthe day.Thus,theopportunitiesforactivityinterferencearemuchhigherduringnighttime,whichcouldlead togreaterannoyance.
