Parker Room, Town Office Building 1625 Massachusetts Avenue Chair Joyce Miller opened the meeting at 7:33 pm in the Parker Room of the Town Office Building. Commissioners Present: Joyce Miller, Stew Kennedy, Jane Warren, and Duke Bitsko Commissioners Absent: Phil Hamilton, David Langseth, and Dick Wolk Others Present: Michelle Tassi, Community Development Department Assistant 7:33 pm Meeting – RDA, Interstate 95 Northbound & Southbound Interchanges DET# 13-14 Proposed traffic sign replacement project from Wellesley to Lexington within the 100-foot Buffer Zone and 200-foot Riverfront Area Documentation: RDA Application 7/10/13 Present for the Applicant: Andrea Norton, MassDOT District 4 Ms. Norton proposed the guide sign replacement project along the Waltham/Lexington line. The replacement is due to safety concerns and the signs typically have a shelf life of 25 years. The existing footings for the signs will remain in place and the new footings will be placed adjacent to them. Comments from the Commission as follows: Mr. Bitsko asked if the erosion control would be comprised of straw or compost. Mr. Kennedy commented that in some locations there is no sign existing. Mr. Bitsko asked if a pre-construction meeting was held and suggested that no excavated soil be left on site. Mr. Bitsko asked what the proposed seed mix would be. Ms. Norton replied that it was similar to the project in the past. Motion made and seconded to issue a negative determination with conditions, 4-0 in favor. 7:49 pm Hearing – NOI, 361 North Emerson Road DEP# 201-905, BL 865 Construction of an addition to an existing single-family dwelling within the 100-foot Buffer Zone Documentation: NOI Application 7/10/13 Present for the Applicant: Dave Sperduto, Wetlands Identification and Gabriel Cheung, Homeowner Mr. Sperduto proposed the construction of a 26’ x 24’ addition on the east side of the lot. The asphalt driveway would be extended to the addition and the runoff from both would be infiltrated. Mr. Sperduto explained that the addition is proposed to be 47’ away from the wetlands with 75 square feet within the 50’ setback. The lawn area within the 25’ no-disturb zone will be allowed to re-vegetate and naturalize. Comments from the Commission as follows: Mr. Kennedy stated that bounds markers need to be placed along the 25’ buffer zone. Mr. Bitsko asked for clarification if two additions were being constructed because only one was shown on the plan. Mr. Sperduto answered that the other addition is not shown on the plan because it is outside the 100’ buffer zone. Mr. Bitsko recommended that the second addition be shown on the plan to make sure there is no associated grading or patios proposed. Mr. Bitsko stated that an operations and maintenance plan for the infiltration system is needed, as well as a note on the plan for the lawn area to naturalize. Ms. Miller read the engineering report. Mr. Kennedy advised the homeowner that if anything changes on the plan, future approval will be needed from the Conservation Commission. Motion made and seconded to continue the hearing to August 13, 2013 at 7:30pm at the request of the applicant, 4-0 in favor. 8:13 pm Hearing – NOI, 92 Adams Street DEP# 201-904, BL 864 Construction of an addition and renovations to an existing single-family dwelling within the 100-foot Buffer Zone Documentation: NOI Application 7/10/13 Present for the Applicant: Scott Smyers, Oxbow Associates and Buaboocha Semapakdi, Homeowner Mr. Smyers proposed the construction of an addition which will be 77’ away from the wetlands at its closest point. An infiltration system is proposed to account for the impervious area added. Comments from the Commission as follows: Mr. Kennedy asked if a deck was proposed. Mr. Smyers replied that a deck was proposed. Mr. Kennedy commented that the downspout detail needs to be shown on the plan. Ms. Warren asked if the new addition and driveway were accounted for by the infiltration system. Mr. Smyers replied that the addition will be infiltrated, but that the driveway was not a part of this project. Mr. Bitsko commented that an operations and maintenance plan for the infiltration system needed to be submitted. Mr. Kennedy asked for clarification on the sediment filtermitt and if compost would be used on the inside. Mr. Bitsko suggested that if a wood compost or straw is used, it should be noted and removed off site when work is completed. Ms. Miller read the engineering report. Martin Schatzoff of 27 Brent Road voiced his concern about the margin of error in the drainage calculations and flooding in the area. Mr. Smyers responded by explaining the infiltration system accounting for runoff. Mr. Bitsko clarified how the drainage calculations are determined. Stephen Fish of 25 Brent Road described the area and provided evidence of flooding. Motion made and seconded to close the hearing, 4-0 in favor. 9:04 pm Cont. Hearing – NOI, 219 Lincoln Street BL 861 Demolition and construction of a new single-family dwelling and replication of a wetland within vegetated wetlands and its 100-foot Buffer Zone Documentation: NOI Application, Site Plan – Proposed Redevelopment, and Stormwater Management Report 5/15/13, Revised Plans Letter and Site Plan – Proposed Redevelopment 6/14/13, Letter, Revised Site Plan – Proposed Redevelopment, Figures A & B Post and Pre-Development, and Drainage Summary Report 6/27/13, Abutter Letter 6/28/13, Revised Letter and Site Plan – Proposed Redevelopment 7/2/13, Revised Letter and Site Plan – Proposed Redevelopment 7/12/13, Revised Letter and Site Plan – Proposed Redevelopment 7/26/13 Present for the Applicant: Alton Stone, Alton Engineering and Abbas Amiri, Potential Owner Mr. Stone proposed the elevation of the dwelling to be dropped by 2’ due to zoning requirements, the replication wetland is to be moved out to the drip line of the trees, and the second drain line will be connected to the wetland. All contour lines were labeled, 1’ contours were placed near the retaining wall, and the pipe would be reconnected. Mr. Stone gave a description of the topography on the neighboring property and the tree and planting plan. Comments from the Commission as follows: Ms. Warren suggested that the inlets be kept free of debris. Mr. Zhao of 229 Lincoln Street raised concerns about the elevation of the replication wetland. Mr. Bitsko asked for clarification on the elevation of the existing pipe and drain pipe. Christian Haddad of 219 Lincoln Street spoke to the improvement that this project will bring to the area. Mr. Bitsko explained the process for the order of conditions and the certificate of compliance. Motion made and seconded to close the hearing, 4-0 in favor. PENDING MATTERS 9:42 pm Motion made and seconded to accept the reduced Tri-Partite Agreement of $16,660.00 for DEP# 201-758, BL 716, Roadway off Blueberry Lane, 4-0 in favor. 9:43 pm Review and Approve Plan Changes: Inn at Hastings Park, DEP# 201-837, BL 795 Gary Larson, landscape architect and Luis Perez, construction manager were present for this discussion. Mr. Larson described all of the changes that were outlined in the list and letter, referring to items “A through O.” Motion made and seconded to approve the plan changes for the Inn at Hastings Park, DEP# 201-837, BL 795, 4-0 in favor. 10:14 pm Discuss Johnson Farm open space and interests of the Commission The Commission decided to postpone this discussion until the meeting on August 13, 2013. 10:16 pm Motion made and seconded to approve the Buffer Zone planting plan for 482 Bedford Street, DEP# 201-894, BL 853, 4-0 in favor. Motion made and seconded to issue an Order of Conditions: Interstate 95, , 4-0 in favor. DEP# 201-902, BL 862 Motion made and seconded to issue a partial Certificate of Compliance for 14 Winthrop Road, DEP# 201-885, BL 844, 4-0 in favor. 10:17 pm Motion made and seconded to approve the minutes from July 16, 2013, 4-0 in favor. 10:18 pm Reports: Bike Advisory, Community Preservation Committee, Land Steward Directors, Housing Partnership, Tree Committee, Land Management, Land Acquisition, etc. th Ms. Warren reported that she would be away from August 7-15. Mr. Bitsko th reported that he would be away from August 9-20. Ms. Tassi reported that there th would be a quorum issue for the meeting on August 13. The Commission th decided to hold a special meeting on August 6 for certain agenda items. 10:19 pm The Commission scheduled a site visit for the Lincoln Field pathway th reconstruction on Monday, August 5 at 6:00 pm. 10:21 pm Motion made and seconded to adjourn the meeting, 4-0 in favor.
