CONSERVATION COMMISSION
MINUTES
Tuesday, July 16, 2013
7:30 P.M.

Chair Joyce Miller opened the meeting at 7:32 pm in the Parker Room of the Town
Office Building.
Commissioners Present: Joyce Miller, Stew Kennedy, Dick Wolk, Jane Warren, Duke
Bitsko, and David Langseth (arrived at 7:36 pm)
Commissioners Absent: Phil Hamilton
Others Present: Karen Mullins, Conservation Administrator and Michelle Tassi,
Community Development Department Assistant
7:32 pm Cont. Hearing – NOI, Interstate 95

Highway & stormwater management improvements along the 5.4-mile
stretch of I-95 within the 100-foot Buffer Zone & 200-foot Riverfront
Documentation: NOI Application 5/29/13, Construction Details and
Operations and Maintenance and Stormwater Report 7/12/13, and
Proposed Stormwater Improvements Plan 7/11/13
Present for the Applicant: Gene Crouch, Vanasse Hangen Brustlin, Inc.,
Dave Kaplan, Cambridge Water Department and Alex, MassDOT
Stormwater Analyst
Mr. Crouch summarized the letter submitted by MassDOT after receiving
the Commission’s comments as well as the comments from the Cambridge
Water Department. Mr. Crouch discussed the operations and maintenance
plan and long term pollution prevention plan. MassDOT commented that
they are prepared to address best management practices.
Comments from the Commission as follows:
Mr. Bitsko asked if snow and ice operations and maintenance were the
responsibility of the state. Mr. Bitsko suggested that the wet pond should
be checked earlier in the construction sequence due to permeability. Mr.
Kaplan from the Cambridge Water Department proposed that a spec detail
be provided for the liner types. Mr. Bitsko asked if the invasive species list
was used and stated that a dewatering spec be a condition. Mr. Bitsko
suggested the installation of fencing to prevent ducks and geese from
coming into the area. Mr. Crouch replied that MassDOT typically uses
stakes and monofilament. Mr. Bitsko replied that any construction method
used must be removed after the work is completed. Mr. Kennedy
questioned the landscape maintenance and the use of fertilizers,
herbicides, and pesticides. Mr. Kaplan stated that MassDOT made changes
to the stormwater report and hydraulics based on the comments from the
Cambridge Water Department.
Motion made and seconded to close the hearing, 5-0 in favor.

Mr. Kennedy stated that the plans need to be stamped by the engineer.
Motion made and seconded to continue the hearing to July 30, 2013 at
7:30 pm at the request of the applicant, 5-0 in favor.
PENDING MATTERS
7:59 pm Conservation Areas Map Book Review
Ms. Warren commented that the map book looks good and contains a lot
of information. Mr. Kennedy stated that the book is wonderful with the
history of the areas included. Mr. Bitsko asked if each area in the book
showed the viewer how to get there.
Motion made and seconded to approve the Conservation Map Book,
6-0 in favor.
8:04 pm The Commission signed the signature sheet for the Amended Order of
Conditions for 9 Brown Road, DEP# 201-772, BL 731.
Motion made and seconded to
issue an Order of Conditions: 44 Hartwell
Avenue, DEP# 201-903, BL 863, 5-0 in favor.
The Commission postponed issuing a Certificate of Compliance for 14 Winthrop
Road, DEP# 201-885, BL 844.
The Commission cancelled the re-sign of a Certificate of Compliance for 3
Forbes Road, DEP# 201-826, BL 784 because the original was found.

8:06 pm The Commission scheduled site visits for the meeting on July 30 starting
at 6:00 pm on Tuesday, July 23, 2013.
8:07 pm Motion made and seconded to approve the minutes from July 2, 2013 with
minor changes, 6-0 in favor.
8:07 pm Motion made and seconded to adjourn the meeting, 6-0 in favor.
