Parker Room, Town Office Building 1625 Massachusetts Avenue Chair Joyce Miller opened the meeting at 7:36 pm in the Parker Room of the Town Office Building. Commissioners Present: Joyce Miller, Stew Kennedy, Dick Wolk, Jane Warren, and Duke Bitsko Commissioners Absent: David Langseth and Phil Hamilton Others Present: Karen Mullins, Conservation Administrator and Michelle Tassi, Community Development Department Assistant 7:36 pm Meeting – RDA, 210 Lincoln Street DET# 13-13 Construction of a patio and pergola within the 100-foot Buffer Zone of Bordering Vegetated Wetland Documentation: RDA Application 6/12/13 Present for the Applicant: Brigitte Steines, Homeowner Ms. Steines proposed construction of a 20’ by 21’ patio and pergola. Ms. Steines described manual excavation for the footings and the proposal for a garden wall. Comments from the Commission as follows: Mr. Kennedy asked for clarification on the erosion controls and limit of work line because they are not shown on the plan. Mr. Bitsko asked for more documentation on the porous surface spaces for the patio pavers. The Commission will condition both of these issues. Motion made and seconded to issue a negative determination with standard conditions as well as two additional conditions, 5-0 in favor. 7:47 pm Hearing – AmendOOC, 9 Brown Road DEP# 201-772, BL 731 Construction of a patio within the 200-foot Riverfront Area Documentation: Permit Site Plan of Land, Concept Plan, and Letter from Mark DiNapoli 5/30/13, and Letter from Meridian Associates 6/28/13 Present for the Applicant: Mark & Laura DiNapoli, Homeowners Mr. DiNapoli proposed construction of a 545 square foot concrete paver patio which will replace the 530 square foot patio. A garden wall is also proposed. Mr. DiNapoli described the infiltration system that was put in stating that is was overdesigned for 500 square feet of additional roof area. Comments from the Commission as follows: Mr. Kennedy commented that the plantings in the restoration area are healthy and thriving. Motion made and seconded to close the hearing, 5-0 in favor. Motion made and seconded to issue an Amended Order of Conditions as proposed, 5-0 in favor. 7:54 pm Cont. Hearing – NOI, Interstate 95 DEP# 201-902, BL 862 Highway & stormwater management improvements along the 5.4-mile stretch of I-95 within the 100-foot Buffer Zone & 200-foot Riverfront Documentation: NOI Application 5/29/13 Ms. Miller provided the affidavit for the hearing on June 18, 2013. Motion made and seconded to continue the hearing at the request of the applicant to July 16, 2013 at 7:30 pm per email that Ms. Miller read, 5-0 in favor. 7:55 pm Cont. Hearing – NOI, 44 Hartwell Avenue DEP# 201-903, BL 863 Construction of a new parking area and the reconstruction of an existing parking area with associated stormwater management features and upgrades within Bordering Land Subject to Flooding and 200-foot Riverfront Area Documentation: NOI Application 5/29/13, Site Development Plans, Letter, and Incremental Flood Storage Calculations 6/27/13 Present for the Applicant: Hilde Karpawich, Kelly Engineering Group Ms. Karpawich explained that the snow storage area has been shown on the plan, test pits were done showing good soils, and new calculations were provided for Bordering Land Subject to Flooding with an estimated seasonal high groundwater of 119.5. Ms. Karpawich provided background on the water quality inlet and explained that they are flexible on the type of unit used. Comments from the Commission as follows: Ms. Miller provided the affidavit for the hearing on June 18, 2013. Ms. Warren asked if there was an adequate area for snow storage. Ms. Karpawich replied that there is a 25’ wide strip available. Mr. Bitsko asked if there was any signage proposed for snow storage operations. Mr. Bitsko wanted clarification on how the estimated seasonal high groundwater was determined. Motion made and seconded to close the hearing, 5-0 in favor. 8:11 pm Motion made and seconded to approve the Bowman Adventure Run and recommend, as was done last year for this event, the applicants be encouraged to assist in any necessary cutting back of encroaching vegetation along the trail, 5-0 in favor. 8:12 pm Motion made and seconded to issue an Order of Conditions: 19 Grove Street, DEP# 201-900, BL 859, 5-0 in favor. Ms. Miller provided the affidavit for the hearing on June 18, 2013. Motion made and seconded to issue an Order of Conditions: 36 Sanderson Road, DEP# 201-898, BL 857, 5-0 in favor. Ms. Miller provided the affidavit for the hearing on June 18, 2013. 8:13 pm Cont. Hearing – NOI, 219 Lincoln Street BL 861 Demolition and construction of a new single-family dwelling and replication of a wetland within vegetated wetlands and its 100-foot Buffer Zone Documentation: NOI Application, Site Plan – Proposed Redevelopment, and Stormwater Management Report 5/15/13, Revised Plans Letter and Site Plan – Proposed Redevelopment 6/14/13, Letter, Revised Site Plan – Proposed Redevelopment, Figures A & B Post and Pre-Development, and Drainage Summary Report 6/27/13, and Abutter Letter 6/28/13, Letter and Revised Site Plan – Proposed Redevelopment 7/2/13 Present for the Applicant: Alton Stone, Alton Engineering and Abbas Amiri, Potential Owner Mr. Stone stated that the house was moved 5’ towards Lincoln Street, the replicated wetland was enlarged and shifted to match the 104’ elevation of the original, and the outlet structures were shown on the plan. Comments from the Commission as follows: Mr. Bitsko clarified the changes that were made to the plan that was submitted to the Commission tonight at the meeting. The trench drain was added to the driveway and the pipe outlet was directed to the basin and not the abutting property. Mr. Bitsko stated that details need to be provided on stabilizing the slopes. Karen Beck of 228 Lincoln Street asked for clarification on the pipe outlet and where it flows. Ms. Beck stated that she would be comfortable with leaving the existing pipe alone. Mr. Zhao on Lot 11 asked for clarification of the maintenance plan and who would be responsible for the maintenance. The applicant must provide labels for all contour elevations, add all contour elevations to the plan, shift the replicated wetland to save trees, and reconnect the existing pipe into the wetland. 9:17 pm Motion made and seconded to continue the hearing to July 16, 2013 at 7:30 pm at the request of the applicant, 5-0 in favor. PENDING MATTERS 9:20 pm Motion made and seconded to issue a Certificate of Compliance: 13 Sherburne Road, DEP# 201-880, BL 838, 5-0 favor. The Commission discussed 15 Peacock Farm Road and requested that the applicant come in for a meeting. 9:21 pm Motion made and seconded to approve the minutes from June 18, 2013, 5-0 in favor. 9:22 pm Reports: Bike Advisory, Community Preservation Committee, Land Steward Directors, Housing Partnership, Tree Committee, Land Management, Land Acquisition, etc. Mr. Kennedy reported that there are bluebird boxes at Chiesa Farm. 9:22 pm Motion made and seconded to adjourn the meeting, 5-0 in favor.
