Project Status
Stormwater 2012: Development of a plan for stormwater flow controls with DEP and Hanscom AFB is

Project Status
East Ramp 2008: MPA concluded a utility feasibility study, noise impact study and an air quality
assessment related to East Ramp development. MPA submitted and was granted a
Categorical Exlusion for East Ramp development from the FAA. 2009: FAA analysis for
Hangar 24 looked at the cumulative effects of Hangar 24 and East Ramp projects and found
no significant impact. 2010: Massport researched development scenario alternatives.
2011: MPA will continue to research development scenario alternatives as appropriate.
2012 Environmental January 2012: Massport announced that it is preparing for the upcoming ESPR and
Status and Planning encouraged the community to participate. February 2012: Massport presents 2012 ESPR
Report (ESPR) Process and schedule. March 2013 Massport presents the proposed 2012 ESPR Scope and
community process. April 2013: MEPA held a public hearing on the Proposed ESPR Scope
at Bedford Town Offices. April 2013: Public comment period closes. May 2013: Massport
requests that the public comment period be extended to Mayy 11. MEPA issued the 2012
ESPR scope on My 18. June 2013: Massport commits to take additional steps, not
contained in the MEPA Scope to address community questions and concerns to include a
comparison of 2012 actual operations and environmental conditions to past and future
environmental study years. HMMH was the chosen consulant for the ESPR. June /July
2013: Massport committed to condut two additional studies not required in MEPA scope.
In addition to MEPA's air quality directives for Hanscom, Massport will conduct an ultrafine
particulate matter study once Federal standards are established, and will aslo conduct a
LEED study at Hanscom after the EPA's current study is finalized and new regulations have
been proposed. August 2012: The contract with HMMH is being developed.There have
been no cummunication from HATS regarding its participation in the ESPR process.
September 2012: Massport is readying to kick off the study. HATS votes to accept its
Environmental Sub - Committee's recommendation not to participate in the ESPR study.
November 2012: Massport has begun work with the consultant team on data collection.
Traffic counters are gathering vehicle movement data from key intersections surrounding
the airport. December 2012: Transportaiton and commuting surveys were developed.
January through July 2013: Data collection continues and chapters are developed.
September 2013: Anticipate filing of the 2012 Hanscom ESPR in Oct /Nov 2013. October
2013: Anticipate filing of the ESPR in December. December 2013: The first draft of the
full document is being reviewed by Massport Staff, consultants and the FAA during the
month of December.
Project
Status
Massachusetts Air and 2007 -2011: MASM developed a proposal and solicited the support of both public and
Space Museum private entities for the development and an Air & Space Museum at Hanscom Field.
January 2011: Massport sent a letter to the FAA describing the concept, use and proposed
location of the MASM museum and requested that FAA identify and address any issues
related to development with regard to Massport's obligations under Federal Law, including
Part 139 Certification and AIP grant assurances. February 2011: FAA confirmed that the
MASM proposal is consistent with FAA regulations and Massport's Part 139 and AIP
obligations as well as the current ALP. The project is deemed a compatible with aviation
related use and is a nonaeronautical purpose that is categorically excluded from further
environmental assessments. March 2011: Massport informs MASM of the FAA's
determination. Proponents have developed conceptual plans and have begun outreach to
local community representatives. December 2011: MASM offers to present HFAC its
museum development concept plans, and presents . January 2012: MASM begins public
outreach and information sharing by presenting its development plans to HFAC on 1/17/13
& HATS on 1/26/13. March 2013: MASM hires a grant development firm and continues
fundraising. July 2013: MASM sponsors communicate with Selectman Woodward and will
continue to schedule community updates through her.
Rectrix Aviation May 2012: Rectrix began site investigation and geotechnical borings. June 2012: Lease
Development was executed. Demolition delays slowed site investigation. Conceptual designs were
developed. July 2012: A TAA for the development of the fuel farm was submitted to
Maspport for review. August 2012: Massport reviewed Rectrix's TAA for ground & site
work. September 2012: Hangar site released to Rectrix. Rectrix submitted TAA for site
investigation as well as a TAA for fuel farm investigation to Massport. November 2012:
Site foundation slab was removed. Foundation construction permit submitted. February
2013: Foundation construction begins. TAA for fuel farm is approved. April 2013: TAA
approved and partial building permit issue by State building inspector. Construction of
steel framework begins. May 2013: Building construction in progress. June 2013: FAA
issues 7460 to Rectrix for use of temporary cranes during fuel farm installation. August
2013: Construction continues. Rectrix breaks ground on new Worcester FBO facility.
September 2013: Construction continues and is expected to be completed during the
winter of 2013 -2014.

Status
Jet Aviation October 2011: Jet Aviation development request reported to HFAC. December 2011: In
Development lieu of responding to the Hangar 24 RFP, Jet Aviation submitted a proposal to modernize
their facility and redevelop a portion of their current site and adjacent landside parcel.
January 2012: Massport Board of Directors approved Jet Aviation's proposal to replace
Hangar 17 and modernize its FBO facility. April /May 2012: Jet Aviation underwent site
investigation and geotechnical borings. June 2012: Conceptual designs were developed.
September 2012: Jet Aviation delineated the wetlands for potential site improvement
project. October 2013: The ANRAD was presented at Lincoln Conservation Commission's
10/17/12 meeting. Lincoln ConCom agreed with wetland delineation. November 20012:
Design developed. January 2013: Massport Board approved project design concept.
February -May 2013: Lease negotiations continue. May 2013: Permits being developed.
September 2013: Federal Assessment permitting document finalized and submitted to
FAA. October 2013: EA permitting documents were submitted to appropriate parties.
Public Hearing is scheduled for Wednesday, October 16th @ 6:OOpm in the Hanscom Field
Civil Air Terminal. Public Comment period is open until November 1st 2013. November
2013: Public presentations were given by Jet Aviation consultants on October 16th, as well
as at the October 24th HATS meeting. The public comment period deadline was extended
twice, with the new deadline on November 25th 2013. December 2013: The public
comment period ended on November 25th, and all comments were submitted to the FAA
for review.
Website Updates November 2013: Massport is working with ITT /Exelis to upgrade "webscene" to Exelis'
newer version called "PublicVue Portal" The newer version of the product will run more
efficiently on a number of different browsers, and enable users to filter arrivals or
departures as well as see more detailed flight information on upgraded maps and graphics.
The options that exist today will also remain in the product. December 2013: The
Massport Board approved a new contract with Exelis Corporation on December 6th.
Exelis continues to work with Massport /Logan officials to update the website. Hanscom
upgrades will occur after the Logan upgrades are completed, and are tentatively
scheduled to occur in the Spring of 2014.
