Summary of Monthly Noise Report Comparison of November 2013 to November 2012 Page 1: The total number of 7 a.m. to 11 p.m. operations decreased 2.5% in November 2013, as compared to November 2012. Singles (including touch - and -goes) were down 5.8% compared to November 2012. Turbo activity increased 40% and jet activity increased 5.1 %. Night activity decreased to 138 from 152 operations in November 2012. Noise disturbance reports increased from 20 in November 2012 to 22 in November 2013. Page 2: Civilian departure EXP, using the Integrated Noise Model (INM) version 6.1, was 108.6 decibels in November 2013, a decrease of 0.5 dB from November 2012. Pages 3a -c: In November 2013, Stage 2 and Stage 3 jet operations increased during the daytime periods. Stage 2 jet operations decreased during the nighttime periods. Stage 3 jet operations slightly increased during the 10pm -11 pm period, and decreased during the 1 1pm — 7 am period. The decrease in Stage 2 operations during nighttime periods and decrease in Stage 3 operations during the I fpm — 7 am period contributed to the overall decrease in EXP. Page 4: EXP 6.1 has been calculated for each month starting in January 2005. The top graph provides a visual picture of the changes in departure EXP 6.1 over the past 24 months, showing the ups and downs since November 2011 for civilian, military and total EXP. It demonstrates the wide variability in military departure EXP, which ranged from 72.8 dB (August 2012) to 114.2 dB (October 2013). Civilian departure EXP ranged between 107.2 dB (December 2012) to 109.5 dB (March 2012). The bottom graph indicates trends since November 2008, with each point on the graph representing the interval average for the previous 12 months. The graph indicates a decrease in the military interval average, then a return to previous levels. The downward trend kept the military interval average at low levels until August 2009. August 2009 operations by the U.S. Air Force B707 caused the interval average to increase, and there was a further increase in April, May and June 2010 with F16 fighter jet activity in early April, Marine Week aircraft activity in late April /early May, and nighttime activity by a Stage 2 Sabreliner being used by the military in June. The military integral average has declined in 2011 and 2012. However, the recent increases in Military integral average were in March and July 2013 due to an increase of F -18 operations, a large number of CH -46 operations in August, and F18 flyovers for the World Series in late October. The civilian interval average does not demonstrate the pronounced ups and downs seen in the military interval average, but it clearly demonstrates a downward trend during 2008 and 2009, a leveling off in 2010 and 2011, downward trend in 2012, and an upward trend in 2013. A summary of the noise complaint data has been added to the back of page 4. Page 5: When compared to a year ago in November 2012, five of the six noise monitors decreased. Site 33 (Lincoln) decreased 0.3 dB, Site 34 (Bedford) increased 2.1 dB, Site 35 (Lexington) decreased 1.3 dB and Site 36 (Concord) decreased 0.3 dB. Sites 31 and 32 are on the airport. Site 31 decreased 3.2 dB and Site 32 decreased 1.2 dB.
