APPROVED MEETING MINUTES
Committee Name: Lexington Bicycle Advisory Committee
Date, Time and Location of Meeting: September 12, 2013, 7 pm, Town Office Building
Members Present: Peggy Enders (Chair), Bob Hausslein (FoLB Chair), Bob Dangel, George Gagliardi,
Sandra Shaw (Recreation Committee Liaison), Marita Hartshorn, Stew Kennedy, Richard Canale,
(Planning Board Liaison).
Members Absent: Patria Lanfranchi, Mike Tabaczynski, John Frey.
August Meeting Minutes: The August Minutes were approved as submitted
Minuteman Bikeway: Paving Recommendations: Peggy and Bob Hausslein walked the bikeway and,
with additional comments from Bob Dangel, submitted to John Livsey a section -by- section accounting of
Bikeway conditions and recommendations; Mr. Livsey had asked for this information as the DPW
considers the roadway program for the next year. Richard Canale pointed out that the Town has a town
wide paving program; he encouraged the committee to ask, "Does the Bikeway fit into this master plan or
do we need to advocate for paving independently ?" The Bikeway is rapidly degrading. If the town
considers the Bikeway a great resource, it is important to maintain its pavement much as is done on town
streets. The committee urged Peggy and Bob to meet with John Livsey and Bill Hadley to review the
draft. Bob Dangel offered to map out the distances involved in each recommendation.
Toole Design Group Report: Toole will present their draft report, "Navigating the Minuteman Bikeway,"
to the Transportation Forum group on Tuesday, October 8 at 900 a.m. The report provides detailed
recommendations for improvements in terms of user information ( "wayfinding ") and safety. Peggy urged
all members to attend this presentation. It is not clear how funding will be secured for the next phase of
the project or how the towns will collaborate on aspects of the report that involve all Bikeway towns.
Bike Racks: The MAPC bike rack program has been discontinued. Peggy has written to urge the town
to factor future bike rack purchases in the town and school budgets, to both replace and add to the
current inventory. Currently an additional rack is needed behind CVS as well as to replace the one
behind the Depot and the one at Hastings Park. In the interim perhaps the town could move the little -
used bike rack from the Adams School tennis court. Benches in town are very popular and citizens
readily contribute to these; perhaps the committee should encourage people to donate bike racks as was
done earlier with bike racks behind the Depot and at the library. The library bike racks are frequently
overflowing.
Membership Renewals: Stew, Mike, and Bob Hausslein have all agreed to serve for at least three more
years on the Bike Committee.
Bikeway Counts were held today and will continue on Saturday, September 14

Letter to Selectmen re Town Center Traffic Plan: Peggy will write a letter to the Selectmen restating
our recommendation that the solution to Mass Ave in the town center results in its being an active,
complete street — that is, accommodating to and safe for cyclists and pedestrians.
Liaison Reports: Richard Canale reported the following: The Planning Board had their picture for the
annual report taken at the Parklet. The Planning Board wrote a letter to our legislators supporting an
Active Streets program. If Lexington adopts such a program, the Town could qualify for designated
funding. Bike lanes have been painted on Hayden and Hartwell Avenues. Shade Street has new fog
lines, no center line, and sharrows. He spoke about the importance of maintaining bike accommodations
in the future, since all of the improvements will need sand removed and overhanging limbs trimmed.
There have been complaints about the status of the bike lane on Hartwell Avenue in terms of brush and
overhanging limbs. Richard also mentioned that a MOI is being written to form group to manage the
Battle Road Scenic by -way involving the towns of Arlington, Lexington, Lincoln and Concord.
The meeting was adjourned at 8:30 pm.

Treasurer's Report: Our only expense during August was purchase of coupons for the Farmers' Market.
Farmers' Market Bike Corral was cancelled due to rain on Tuesday, Sept. 10 The next corral will be
on October 8th
Garfield Street Access Project (status): The Eagle Scout is currently raising funds for this project.
Members voted to contribute $50 to the costs of the project.
Fund - Raising for 2013 -14 Snow Plowing: It was agreed that fund - raising would begin in early
November.
