HomeMy WebLinkAbout2013-08-08-HC-minHISTORICAL COMMISSION MEETING MINUTES August 8, 2013 Call to Order: A public meeting of the Historical Commission was held in Cary Hall at the Ellen Stone Room, 1605 Massachusetts Avenue, Lexington, MA on Thursday, August 8, 2013. The Historical Commission Meeting convened at 7:30 pm. Historical Commission Members in Attendance: Ms. Marilyn Fenollosa, Ms. Sally Zimmerman, Mr. Frank Kern HC Member(s) not in Attendance: Mr. David Kelland, Mr. Wendall Kalsow AGENDA ITEM #1 (Time:7:30 PM) Partial Demolition Application for Re- Siding at 20 Charles Street APPLICANT(S) PRESENT: Mr. & Mrs. Kent Riley, Homeowner /Applicant, 20 Charles Street, Lexington, MA ABUTTER(S) PRESENT: None DOCUMENT(S): 2 page document submitted by Applicant, regarding proposed work, including pictures of house exterior. SUMMARY: Homeowner, Mr. Kent Riley explained motivation behind the request for re- siding at his residence at 20 Charles Street. He described the stucco exterior in bad shape and uneven surface as not aesthetically pleasing. Repairs have failed as cracks are evident on the exterior of the house. He expressed that he would like to have the exterior look uniform by re- siding the house using Hardiplank. In addition he would also like to do insulation or weather sealing to improve energy efficiency. HC COMMENTS: The Commission discussed the original material of the exterior may be stucco and lath; and the removal of exterior vinyl cladding. They expressed that to re- shingle the gambrel roof of the Colonial Revival house would be preferable in vertical fashion. The Commission supported the owner's intension to Hardiplank. PUBLIC COMMENTS: None. MOTION: moved by Mr. Kern, and seconded, to allow alterations to 20 Charles Street, as proposed by the owner for exterior residing, as described in prepared documents by the owner, dated July 8, 2013 VOTE: 3 -0 in favor. AGENDA ITEM # 2 Minutes of July 11, 2013 -- Meeting minutes was distributed but not voted on. Commission agreed to postpone vote until September 19 Meeting. Spelling corrections for names Mr. Bruce Clouette and Ms. Anne Grady HISTORICAL COMMISSION MEETING MINUTES: August 8, 2013 AGENDA ITEM #3 Town Report due August 30 2013. Historical Commission Group photo would not be available for the Annual Town Report. Mr. Kern had written the previous year's report and will take up the assignment for FY 2013. Document titled Lexington Certified Local Government Annual Report to be used as reference for Town Report. UPDATES: • 15 Dewey Road Property Owner was granted demolition permit and it has been two years in the past. Mr. Kevin Batt, Attorney, said that since the Demolition Delay Policy came into effect after the decision was made, demolition is permitted at 15 Dewey Road. • Massachusetts Historic Preservation Conference, Friday, October 18, 2013 Event Website is live and 400 people anticipated to attend MHPC event in Lexington. Website address is www .mapreservationconference.org ACTION ITEM: Find out if there is a place in the Town website to mention the event. • Meriam Hill and Moon Hill Contracts are signed for both Meriam Hill and Moon Hill. Anne Grady will be invited to attend the next LHC meeting September 19 to fill the Commission in regarding direction of work at Meriam Hill and provide update. Moon Hill and Meriam Hill projects are anticipated to complete by end of June 2014. ACTION ITEM: There is a need to have a public meeting by the Massachusetts Historical Committee for the Moon Hill National Register Districts regarding process soon after the September 19 The purpose of the public meeting (date to be determined) is for an information meeting for the Moon Hill neighborhood to discuss and present the National Register and Nomination Process. Massachusetts Historical Commission (MHC) will run the meeting to be held in Lexington some place close to Moon Hill. AGENDA ITEM #4: PUBLIC COMMENTS Volunteer Application submitted by Mr.Ashita K Mukherjee, resident of 40 Winter Street, Lexington MA, was present in the audience at the meeting tonight. He is a retired structural engineer. The Commision expressed appreciation to the Applicant for expressing interest in becoming a volunteer for the Lexington Historical Commission. The Commission members explained the role of LHC and mentioned there are possible areas like research, writing, and gathering information of information. They emphasized the need to document history of development of since the 1960's and better document post World War 11 documentation. The Commission informed the applicant that regularly scheduled public monthly LHC meetings held every third Thursday of the month. ACTION ITEM: Commission advised that the Volunteer application to be submitted to the Town Manager's Office. 2 AGENDA ITEM #5 October 17 LHC Meeting (Location TBD) ACTION ITEM: Contact Cathy Severance to determined meeting room AGENDA ITEM #6: Next Regular Public Historical Commission Meeting will be held Thursday September, 19, 2013.
