HomeMy WebLinkAbout2013-01-10-HC-minTOWN OF LEXINGTON, MASSACHUSETTS HISTORICAL COMMISSION MINUTES Thursday, January 10, 2013 7:30 PM Ellen Stone Room Cary Hall 1605 Massachusetts Avenue David Kelland opened the meeting at 7:32 PM in the Ellen Stone Room of Cary Hall. Members present: David Kelland, Marilyn Fenollosa, Wendall Kalsow, Sally Zimmerman and Frank Kern Others Present: Theresa James, Historical Commissions Clerk 7:32 PM Demolition of 6Moon Hill Road People present: Alessandro and Linda Pagani, owners of 6 Moon Hill Road Documents submitted: - Site plan for proposed addition at 6 Moon Hill Road - Letter addressing plans for 6 Moon Hill Road - Letter from Peter Warren, Chair of the 6 Moon Hill Planning Committee supporting the proposed addition - Pictures describing the proposed work at 6 Moon Hill Road The meeting opened with Mr. and Mrs. Pagani presenting the Commission with their plans to partially demolish part of 6 Moon Hill Road and restore the home to more with what the original builders hand envisioned. The Pagani's pointed out that they were only the second owners of this particular home. They showed the Commission a poster board that contained four photographs depicting where the additions would be. They explained to the Commission that they had already addressed the zoning issue, and that it was approved, in regards to their proposed garage. The Pagani's also explained that a former member of the TAC had approved their design when she sat on the 6 Moon Hill Planning Committee. Wendall Kalsow stated that he was pleased with the compatible addition. Marilyn Fenollosa informed them that their neighborhood was being looked at for possible inclusion in the National Register of Historic Places. Decision: Motion made by Frank Kern, seconded by Marilyn Fenollosa and voted all in favor that the Commission allow the partial demolition and addition of 6 Moon Hill Road stipulated by plans submitted. 7:53 PM Massport's Hanscom Environmental Status and Planning Report Update People present: Tom Ennis, Massport Virginia Adams, Public Archaeology Laboratory Documents submitted: - 6 page handout/letter from P.A.L. - 8 page handout from Massport Tom Ennis and Virginia Adams came to address the Commission regarding the 2012 L. G. Hanscom Field Environmental Status and Planning Report. This report is revised every five years and provides data and analyses on noise, ground transportation, air quality and water quality at Hanscom Field. As part of the review process, MassPort and their consultants review the impacts on historical assets in each of the abutting towns, meeting with the historical commissions and incorporating their comments and concerns into the final report Mr. Ennis informed the Commission that Hanscom Field handles approximately 170,000 operations per year. Mr. Kalsow asked Mr. Ennis to verify what an operation is. Mr. Ennis said that each landing and each take off are their own operation. He also stated that Logan airport in Boston does not allow general aviation aircraft so they use Hanscom Field. 8:32 PM Approve Minutes Theresa James submitted copies of the Historical Commission meeting minutes from the October 2012, November 2012 and December 2012 meetings. She also submitted the minutes from the joint HC/HDC 2 meeting held on December 11, 2012 as well as the special HC meeting held on December 11, 2012. Decision: Motion made by Marilyn Fenollosa, seconded by David Kelland and voted all in favor of approving the minutes from the October 2012, November 2012 and December 2012 meetings as well as the joint HC/HDC meeting held on December 11, 2012 as well as the special HC meeting held on December 11, 2012. 8:34 PM Chan of February Meeting David Kelland suggested that the February meeting be moved from Thursday, February 14, 2013 to Tuesday, February 12, 2013. After a discussion amongst the Commission and their Clerk, it was decided that the meeting would be held on Tuesday, February 12, 2013. 8:38 PM CPC Funding Update /59 Hancock Street Discussion Marilyn Fenollosa informed her fellow Commissioners that the CPC, at a meeting held earlier in the day, had approved all the projects supported by the LHC and the HDC at their joint meeting. Ms. Fenollosa also informed the Commission that she had been informed by the Merriam Hill Association that a house in Merriam Hill not in the Inventory was currently on the market. This home is a Royal Barry Wills designed ranch that is located at 59 Hancock Street. Ms. Fenollosa distributed the real estate listing for this property for the Commission to view. It was agreed that there needs to be further research done on this property to determine whether it should be put on the provisional list. Ms. James will notify the realtor and current owner and the Commission will discuss the matter at the next hearing, on Tuesday, February 12, 2013. 8:49 PM 9 Revere Street Discussion Sally Zimmerman addressed the Commission and informed them that she had reached out to the owners of 9 Revere Street to inform them that if they considered adding on to the current home, that she would be willing to work with them. She stated that when they returned her call, they informed her that they were not interested in adding onto the home. 8:51 PM MeetiLigAd journed Motion made by Marilyn Fenollosa, seconded by Wendall Kalsow and voted all in favor that the January 10, 2013 Historical Commission meeting adjourn at 8:51 PM. in
