Community Farming Committee
Meeting Minutes
July 24, 2013
A meeting of the Community Farming Committee (CFC)was held on July 24, 2013 at 4 00 p m
in the Reed Room of the Town Office Building Members in attendance were Chairman
Michael Bliss, Michelle Ciccolo and Tom Olivier Also attending Assistant Town Manager for
Finance Rob Addelson and Community Development Director Karen Mullins (members of the
Request for Proposals (RFP) evaluation committee), Purchasing Director Lindsay Dahlberg and
Town Manager Carl Valente Charles Lamb, who is being considered by the Board of Selectmen
for appointment to the Committee, was also in attendance CFC member Alan Wrigley was not
in attendance
4:08 p.m. Executive Session Ms Ciccolo moved that the Committee go into Execution
Session under Exemption 7, to comply with a General Law requirements MGL Chapter(26)(d)
and (h) Deliberative Process, Protect Integrity of Bidding Process Mr Bliss seconded the
motion The Committee members agreed that it would be appropriate for Mr Lamb to attend
the executive session On a roll call vote the motion was unanimously approved
Review of Fat Moon Farm (FMF)Written Responses to Proposal Questions The
Committee/RFP Evaluation members had a general discussion regarding the written response to
questions provided by FMF
Discussion of Fat Moon Farm and LexFarm Proposals Based on the written proposals,
interviews and additional written documentation provided by the two farm organizations, the
following consensus evaluation of the two proposals was reached after a full discussion

References The CFC agreed to waive the review of references, given that neither farm
organization has been established for any period of time
Motion Rob Addelson moved that the Committee recommend to the Town Manager that the
Town enter into lease negotiations with LexFarm, based on the non-price and price proposals, as
being in the best interest of the Town Michelle Ciccolo seconded the motion On a roll call
vote the motion was unanimously approved
5 10 p m On a unanimous roll call vote, the Committee voted to come out of Executive
Session and return to open session
5 10 p m Mr Valente explained that he intends to present the Committee's
recommendation to the Board of Selectmen at its meeting on July 29 Mr Bliss offered to attend
this meeting and make the presentation
The CFC had a general discussion with Mr Valente regarding their role in negotiating the lease
and providing oversight to LexFarm during the term of the lease The consensus of the
Committee was that it would be useful for someone on the Committee to be involved in the lease
negotiations, given the Committee will be responsible for administering the lease
There being no further business, the meeting was adjourned on a unanimous vote at 5 20 p m
