Upon a motion by Nicholas Santosuosso and seconded by Weidong Wang, the Board
voted to approve the Minutes of the Regular Meeting of May 8, 2013, Minutes of
the Executive Session of May 8, 2013, Minutes of the Special Meeting of June 17,
2013 and Minutes of the Special Meeting of July 31, 2013, all members having
received copies. The roll call vote was as follows:

Upon a motion by Leo P. McSweeney and seconded by Nicholas Santosuosso, the
Board voted to accept the Bills and Checks as presented for May, June, July and August
2013. The roll call vote was as follows:

5. EXECUTIVE DIRECTOR'S REPORT
A. LHA and Parker Financials
The Board was given copies of the LHA FY 13 year end financials and Parker
financials for review.
Upon a motion by Leo P. McSweeney and seconded by Weidong Wang, the
Board voted to accept the LHA FY 13 year end financial statements and sign the
certification. The roll call vote was as follows:

B. Centralized Section 8 Waiting List
Every 2 years Mass NAHRO sends an update to applicants on the list. Applicants
who did not respond are in the process of being removed from the list.
Applicants that have been removed may request an appeal. The next update will
be sent in February 2014 to any applicant that has not updated their application
in over two years.
The Administrative Plan Amendment has been updated to include the new
capability of applicants accessing their applications online. This is the only
change made.
Upon a motion by Weidong Wang and seconded by Nicholas Santosuosso, the
Board voted to accept the changes to the Section 8 Waiting List and Administrative Plan
Update. The roll call vote was as follows:

C. CPC Appointment
Leo's two year term has expired. The Board must appoint a member for the next
two year term. Leo expressed interest in continuing to be on the committee. The
Board thanked him and appreciates his interest.
Upon a motion by Nicholas Santosuosso and seconded by Weidong Wang, the Board
voted to nominate Leo McSweeney to another two year term for the CPC Committee
for the period June 30, 2013 through June 30, 2015. The roll call vote was as follows:

D. Smoke -Free Housing g fisting
Many housing authorities have implemented a no smoking policy. The process
takes approximately 2 years to complete. After a Board discussion, it was agreed
to have Steve begin to pursue this. Revere Housing is in the process now so
Steve will monitor how they are progressing and take some direction from them.
E. Project Updates: GV, CV, VV, Home Funds, HILAPP
Greeley Village
The paving project is 95% complete. The line striping has to be scheduled with
the architect. Steve is very happy with the work that was done. It was suggested
that the next Board meeting be held at Greeley.
Upon a motion by Weidong Wang and seconded by Nicholas Santosuosso, the Board
voted approve the Greeley Village paving project at substantial completion. The roll
call vote was as follows:

We will be requesting technical assistance from DHCD with the upcoming CPC Greeley
Village Door Project. We will then be assigned an architect from DHCD under the house
doctor program.
Vynebrooke Village
We are still waiting for the wetland barrier installation to be reviewed the Conservation
Department. The civil engineer will then proceed with Phase 2 documents
Countryside Village
The boiler replacement and insulation project is ongoing. This work is being funded by a
grant at no cost to the housing authority.
Home Funds
The town approved Home Funds project has been submitted to DHCD. We will be able
to proceed now with technical assistance
HILAPP
We are a semi - finalist for the Vynebrooke Village project. This project includes new
roofs, siding and doors.
F. Tenant RAB and Association updates
The Countryside Village RAB just resumed the monthly meetings since taking
the summer months off. They are planning an "International Tea" in October and
also a holiday party. Last year they had a group of high school students from the
Connect Club who volunteered and also helped translate. Many have since
graduated so Marcia was wondering how to get information from the school
department. She is also going to attend some of the weekly Sunday ESL classes
held at the Countryside Village Community Room to have help with translation.
The volunteer translator for the COA has resigned for personal reasons.
G. Rotary Club sponsored fall barbeques
The Rotary Club has approached Steve about sponsoring fall barbeques again
this year for our tenants as they were a big hit last year. The tentative dates will
be the last few weeks in September.
