HomeMy WebLinkAbout2013-07-24-LEXHAB-minFROM :HayS & Skerry FAX NO. :617 423 -4050 Rug. 05 2013 11 :31AM P1 L•exHAR Mnutes of Meeting on 3uly 24, 2013 All members of the Board except Martha Woods were present together with Norman Cohen ( Board of Selectmen liason to LexHAB) and Pat Nelson (Lexhab's counsel). The Meeting opened at 7:03 A.M.; the Chairman presided. 1. Financials: - The reports and spreadsheets were reviewed; the Chairman noted that the spreadsheets give us vital information about our housing units; they place us in the mainstream of best practices. - Recent repairs and redecoration& which were paid for since the last meeting were highlighted and explained. - It was suggested that the new spreadsheet that contains the do"Us of non- routine expenditures be included in each member's meeting package. 2. Fairview: - Bill Bays updated the Board on our arrangements with Metro West in Watertown. Metro West, represented by Jennifer Van Dampen, will from this point forward work for LeiHAB rather than the Town, both on the Fairview project and on the development of a new Ready Renters List of qualified applicants for any other 2- bedroom units built or purchased with CPA funds ( for example 1001 -1003 Mass. Ave.). Metro West proposes to charge not on the basis of time but rather on a commission basis, charging as a customary renters fee of one month's rent each time a regulated unit is leased. A letter confirming all of this is to he submitted by Jennifer; the letter will be presented and voted upon at the next meeting, There was general agreement as to the above. - Our communications with the ZBA on the subject of our anticipated 40 -b filing are as of now represented solely by the Planning Department's information letter to David George. It was resolved to let this letter remain our only communication with the ZBA at least for the time being. - Bob Burbidge mmmarizod our presentation to the Board of Selectmen on July 15, noting (a) that the meetings with neighbors seemed to have helped considerably, (b) that traffic, affect of the project on property values and appropriateness eg density were the main issues expressed by neighbors, and (c) that members of the Board of Selectmen FROM :Hays & Skerry FAX NO. :617 423 -4058 Aug. 05 2013 11:31AM P2 were disposed at the end to vote on our request and not postpone a decision until a later time. The vote then was taken; the vote was 4 in favor, one opposed. 3, Request for Documents: - A citizen has requested copies of certain documents under Chapter 66, the Public Records law. Bill Hays and Pat Nelson will confer and assemble the package to be provided. 4. Busa Farm - There was discussion about the next step to be taken on the Busa Farm program for affordable housing. - It was resolved that step one should not be the letter to neighbors tentatively approved at the June meeting but instead should be a meeting with neighbors which helped so much on the Fairview project, Once the details of the meeting are set, an invitation will be sent . - Tentative details: - Date, Mid September at 7PM - Place: The Depot if available - Refreshments: Nelios perhaps - Proposal to be Presented: Two buildings similar to the proposed new building for the Fairview project, each containing 3 units consisting of one 1- bedroom unit at ground level and two 2-bedroom units above. 5. Minutes: - The minutes for the meeting on June 13 were accepted as presented. 6. Storage of and Access to Data; - It was the consensus of the meeting that more of our data, particularly data relating to each of our units, should be computerized. The Chairman will discuss this with Maryann . - in the meantime, the once needs a new Fax/Scarmer machine. Purchase of same was unanimously approved on motion duly made and seconded, 7. Muzzey FROM :Hays & Skarry FAX NO. :617 423 -4058 Aug. 14 2013 08:29AM P1 - Bill Hays reported that the Town .Manager recently mentioned that sigacent repairs/renovations are going to be needed and that the special assessment to support the work will be substantial. - Some members commented on the hardship that such an assessment is bound to work upon marry owners at Mw2my, ail of whom had to demonstrate limited income in order to qualify as buyers in the flrst place. 8. Next Meeting" - The next meeting (if needed) will be held on ,August 22" at 7AM.
