Mmutes of Meeting On June 13, 2013
.All members of the Board were present together with Normap Cohen (Board of
Selectmen Eason to LexHAB) and Bob Pressman (mterested visitor).
The meeting opened at 7:09 A.M.; the Chairman presided.
1. Minutes:
The minutes for the previous meeting held on May 23, 2013 were unanimously
approved as submitted,
2. Financial Statements
A. Accounts
Dave Eagle commented on the list of bank accounts, noting that one of LexHAB's
C.D,'s came due and was rolled over into a new Certificate paying 1 %. Another C.D. will
mature October.
B. Statements
Gerry presented the spreadsheets, commenting that net income for the 5 month
period ending May 31st (approx. $70,000) is lower than normal due mainly to the
bunching of some condominium fees and higher outgo for rehab of units turning over.
Gerry also noted that Karen has begun to include with the spreadsheets a
breakdown of unusually high repairs to or rehab of any unit; Dave has a copy; copies will
be available to any Board member requesting same.
3. Fairview Project
A. Task Force
Bill H. reported that the consultants to the Fairview Task Force have completed
most of the documents to be submitted to the Selectmen and then to DHCD. Some of
these materials are in each member's hand -out pile. Bill commented on the flow chart
which shows how tenant qualification and selection for the single regulated unit
(probably one of the two 2- bedroom units in the new structure) will differ from
qualification and selection of the occupants for the remaining three unregulated units
which, though unregulated, will of course be affordable. The two most significant
differences are (i) that a Lexington connection departing somewhat from LexHAB's
traditional preference but a Lexington connection none the less will be in place for the
unregulated units but not for the regulated unit and (ii) that the unregulated units will be
awarded on the basis of need using factors similar to but not exactly the same as our
traditional need factors whereas the regulated unit will be awarded among all qualifying
applicants solely on the basis of a lottery.
B. The Recent Neighborhood Meeting
Bob noted that the meeting held at his home on June 5'" was well attended though
fewer came than attended the prior meeting and that landscaping, drainage, traffic and
tenant selection seemed to be the issues leighbors wanted to talk about.
Bob said that his use ofE -Mail to give notices and convey data seems to have
worked
Bob will send out a notice to neighbors of the coming meeting with the Board of
Selectmen. July first will be the date
C. Presentation to the Selectmen.
Bill K, will give the introduction
Bob will describe our efforts to involve the neighbors
Lester will describe what we want to do on the site
Bill H. will talk about tenant selection together with the need to add annually to
the Town's SHI list of affordable units notwithstanding Lexington's present comfortable
margin.
4. Busa Farm
A, Tentative Schedule
Letter to neighbors to be sent after our July meeting
Late September or early October meeting with the Selectmen to settle the density
question
Request for CPA funding (the deadline for applications to the CPC is November 1

Bob Pressman pointed out that the Selectmen came close last year to setting the
boundaries of the housing parcel, Mr. Cohen indicated he would see what might be done
to move this forward.
5. Leary Project
It was the sense of the meeting that not much will happen soon and that we can and
should wait to see what the Selectmen decide to permit by way of density on the Busa
land before we ask to come before them on Leary.
6, 1001 -1003 Mass. Avenue
Dave reported that our curb -cut application is before the Historic Districts
Commission; that as soon as the HDC gives its approval, the out can be made and the
new second driveway can be constructed
7. Next Meeting
The next meeting will be on July 24' at 7 A.M. at the LexHAB offices. Bill H. will
bring the D and C.
