The Marchand April Minutes were approved by the group with amendments. 2.Monthly Noise Report/ Hanscom Projects: Amber Goodspeed presented the April noise report and in response to questions noted that: 7am- 11pm operations were down 17.7% in comparison to April 2012. Jet operations increased by 9.6% in comparison to April 2012. Noise complaints significantly decreased to 24 from 42 compared to April 2012. In 2013 vs. 2012-The year over year decrease is primarily in the Single Engine Piston segment, which is most affected by inclement weather. The number of monthly operations often correlates with the state of the economy. There doesn’t seem to be any consistent pattern and there were no unusual trends noted in night operations this month. 3.Capital Programs and Third Party Development Reports: Dorothy Steele presented the Capital Program and Third Party Development reports and in response to questions noted that: Capital Projects funding and HAFB’s storm water infrastructure models have been approved and reviews of simulations are being evaluated Airport entrance signage concept designs have been created. MMNHP is currently reviewing the designs. ESPR’s data collection process is still in progress; surveys are being conducted and a meeting with MMNHP to discuss the ESPR has been scheduled. TrueAir’s opening has been delayed. There is no start-up date at this time. Relocation of the perimeter road on the RWY 29 side and Old T-Hangar rehabilitation will begin in June. Rectrix facility construction is ongoing; Fuel farm construction is scheduled to begin in June. Naval facility acquisition by Massport is awaiting GSA approval. Jet Aviation’s construction is in the permit process. There have been no discussions with heavy cargo or commercial air carriers. Jet Fuel taxes are collected and managed by the Massachusetts State Department of Revenue. Questions about how they are dispersed should be directed to the DOR. MEPA approves the scope of the ESPR that provides a report on current and historical activity levels and environmental conditions at Hanscom and is used as a planning tool for future development. If a proposed project/development meets certain MEPA thresholds an ENF or EIR must be filed; in addition proposed project(s) must also satisfy the National Environmental Policy Act (NEPA) requirements. 4.Other Business: Data collected to develop the monthly report summaries is not normally available to us much in advance of the HFAC meeting. When possible Massport will send the monthly reports to the Chair in advance.
