The FebruaryMinutes were approved by the group pending edits. Elise Woodward and the group congratulated Sharon Williams as the new airport director. 2. 2012 State of Hanscom: Sharon Williams, Director, Hanscom Airfield, presented the 2012 Annual State of Hanscom. Highlights of the presentation and responses to questions include: There were 166,214 operations in 2012, which is a 2% increase from 2011 Of the total operations 73% were performed by single engine aircraft Military operations decreased by 58% Operating revenues increased by 5.9% Operating expenses decreased by 5.7% According to a 2010 MassDOT report, Hanscom Field contributed an estimated $250 million (does not include HAFB) to the economic growth of the Commonwealth. Massport will continue pavement rehabilitation projects on the airfield and will incorporate more efficient thermoplastic markings to pavement Safety and security continues to be a primary focus of airport operators and users Safety drills are performed regularly Installation of the new Access Control System for the Civil Air Terminal and various other gates were completed Several environmental initiatives were reviewed including: The annual surveillance audit was completed by the FAA with all items being noted as in conformance with FAA regulations DEP approved the methods for modeling improvements to the Shawsheen River headwaters as proposed by the HAFB and Massport The 2012 ESPR is in progress and is expected to be completed in the fall of 2013. The Airport Activity Monitor was launched for public information and interaction In 2012, Massport contributed $29,000 for educational scholarships, and the sponsorship of student internship and summer employment positions to the HATS area communities Proposed Capital Projects for FY13-FY17 focus on safety, security and maintenance 3. Monthly Noise Report/ Hanscom Projects: Sharon Williams presented the February noise report and in response to questions noted that: A combination of weather, snow conditions, and low visibility throughout the month notably reduced the number of single engine piston and jet operations from those of last year. 4. Capital Program and Third Party Development Reports: Dorothy Steele presented the Capital Program and Third Party Development reports and in response to questions noted that: The Airport Activity Monitor project is completed and acces website at, www.massport.com . The item will no longer appear on the Capital Program report. The Rectrix FBO fuel farm construction applications are approved. Jet Aviationsign plans remain in the discussion/review phase. There have been no discussions with cargo or commercial air operators Massport is aware of Mass DOT construction scheduled for Crosby Corner and area bridges and roads. HATS member Richard Canale regularly updates the community on its status. TrueAirdue to paperwork. 5. Other Business: Responses to HATS Noise Committee : 2011 Annual Noise Report How many complaints this past year and how did this change from 2010? A. There were 637 in 2010 and 523 in 2011, which is a decrease of 114 complaints. How many unique complaints? (I recall that one or two people had more than a majority of complaints.) A. There were 49 out of the 523 complaints that were unique (or had less than 2 complaints). 11 Individuals accounted for 69% of the complaints. Were any complaints tied to specific flight operations? If so were aircraft owners notified? A. Yes, when a complaint is matched to a specific flight operation, the a/c owner is notified of the complaint. What were resolutions of the problem? A. What were total dollar payments of nighttime use penalty (of fee)? A. The total dollar payments was $604,120 in 2011; $60,043 more than 2010. Did any night operations cause specific & atypical complaints? Several complaints in May of 2011 were related to overnight Department of Defense A. training exercises.
