Hanscom Field Advisory Commission
Minutes February 19, 2013

1. February Meeting:
The meeting was called to order by Jeanne Krieger. The
JanuaryMinutes were approved by the group. Jeanne Krieger thanked Barbara
Patzner for her many years of service and welcomed Sharon Williams as the new
airport director.
TrueAir LLC:
Mark Cestari, presented information about a new public charter
that is proposed to operate out of Hanscom Field. The presentation
operation
included the following details about the operation:

Operations are expected to begin on April 1 beginning with two daily round
trips between Bedford and Trenton, New Jersey (no weekend service).
Aircraft will layover in Trenton
Normal aircraft maintenance will be performed in Trenton.
Market is primarily local business commuters (pharmaceutical, banking,
higher education, bio-tech research, etc.)
Based on business market demand, additional cities may be added within a
250-400 mile radius of airports, (Buffalo, D.C., Toronto, New York,
Virginia, Cleveland, and the Carolinas).
Aircraft will be a nine passenger, single engine turboprop. The Pilatus-PC12
has a business jet feel but is more economical to operate. The aircraft is
extremely quiet and will be logged in the monthly noise/EXP report under
group 21.
TrueAir will operate under a TSA security approved plan.
Tradewind Aviation will operate the aircraft under a Part 135 US
DOT/commuter Authority license, and will be a ticketed charter service.
2. Monthly Noise Report/ Hanscom Projects:
Sharon Williams presented the January
noise report and in response to questions noted that:
A combination of weather, snow conditions, and low visibility throughout the
month noticeably reduced the number of single engine piston operations.
Dee Ortner requested that four questions about the Hanscom Field 2011 Annual
Noise Report, sent to her by HATS Noise Committee member, M.Bahtiarian, be
addressed at the March HFAC meeting. They are:
1. How many complaints were filed in 2011, and how did this change from
2010?
2. How many unique complaints? (I recall that one or two people had more
than a majority of complaints.)
3. Were any complaints tied to specific flight operations/noise events?
If so were aircraft owners notified?
What were resolutions of the problem?
4. What were total dollar payments related to the nighttime user fee
penalty?

Dorothy Steele presented the Capital Program and Third Party Development reports
and in response to questions noted that:
The Rectrix FBO foundation construction has begun; and its fuel farm
construction applications are approved.
Jet Aviationphase.
There have been no discussions with heavy cargo or commercial air operators
Massport is aware of Mass DOT construction scheduled for Crosby Corner and
area bridges and roads. HATS member Richard Canale regularly updates the
community on its status.
